On August 11, 2015 ELAR company announced a victory in tender on preparation for transfer in the State Immovable Property Cadastre of the Russian Federation of documents on the land plots located in the territory of the Crimean Federal district[1].

Project Tasks

The project provides digitization of 122 thousand land books, 537 thousand state acts and 105 thousand lease agreements containing data about more than 900 thousand earlier considered land plots. A paper equivalent - about 4.5 million pages of documents. The translation of cadastral documentation from Ukrainian into Russian is required. Scanning of land books, state acts and lease agreements will be made in full accordance with requirements of the Federal law of July 27, 2006 No. 152-FZ "About personal data".

The scan copy is going to be placed in the systematized file storage for further inclusion in the State Immovable Property Cadastre within the federal target program "Development of a Uniform State Recording System of the Rights and Cadastral Registration of the Real Estate (2014 - 2019)" approved by the order of the Government of the Russian Federation of 10/10/2013 No. 903.

The project should be executed in division of ELAR corporation in Simferopol.

"We are going to equip jobs with modern industrial scanners, to organize enrollment and personnel training. ELAR opened representation in the Crimea in June, 2014, active educational and project work began from now on. For example, now within the FTP Culture of Russia is carried out digitization of inventories of state archives of the Republic of Crimea and the city of Sevastopol. Besides, office ELAR in Simferopol became the platform for holding the scientific and practical and training seminars on use of modern technologies for automation of a dokumentoobespecheniye, to system implementation of electronic archive in state institutions, to transition to electronic document management. More than 30 events which guests were public and municipal servants, employees of financial institutions, libraries, museums, archives were in total held", - Alexander Shatravko, the head of representative office of ELAR in Simferopol reported.

According to the results of the project, until the end of 2015 the information resource containing complete and authentic accounting documentation on the land plots of the Republic of Crimea for the subsequent entering into GKN Russian Federation for the purpose of providing the state guarantees of the property rights, taxation and improvement of state services will be prepared.

According to Goskomregistr's statement, filling of GKN data on more than 900 thousand land plots located in the territory of the peninsula which accounting was carried out according to the legislation of Ukraine earlier will become the expected result. Owners of the land plots will not need to address to Goskomregistr for entering into the inventory of data on the real estate belonging to them. In the nearest future terotdela of committee which the first will take part in digitization of archives will be selected.

Project Development

October 23, 2015. In the Republic of Crimea and Sevastopol the project on transfer in the State Immovable Property Cadastre of the Russian Federation (GKN Russian Federation) of the documents containing data on a real estate which are located in the territory of regions proceeds. Works are performed by the ELAR corporation which won the corresponding tenders in August of this year.

The authorities of the Crimea and Sevastopol are going to fill GKN Russian Federation with data on a real estate and capital construction during 2015-2016 for the purpose of providing state guarantees of the property rights, implementation of taxation and improvement of processes of providing public services.

In Sevastopol about 80,000 state acts are already transferred to an electronic form that makes nearly hundred percent from a total quantity of the documents of this type which are subject to digitization within the government contract. Land books, cadastral and registration affairs, administrative documents in number of 24,207 units of storage are also processed.

Besides, ELAR are transferred to a digital format 334 thousand acts, 44 thousand leases and 75 thousand land books in total containing data on 450 thousand land plots located in the territory of the Crimean Federal district which were considered according to the legislation of Ukraine earlier. At the moment it is nearly 60% of volume of documents. Total number the scan images was more than 2 million.

The documents requiring digitization are accepted in Territorial Offices of Goskomregistr across the Republic of Crimea and Sevastopol, are transported on the platform of scanning, and then, return to Territorial Offices in original form and a sequence. The technology of barcoding which allows to control accurately completeness of processing, the number of the accepted and handed over documents is applied to optimization of accounting of the movement of documentation.

Now on the project about 40 units of the professional scanning equipment are involved. Specialists scan and index documents, structure and systematize affairs.

The second stage of preparation of cadastral documents of the subjects of the Russian Federation for transfer in GKN Russian Federation is planned for 2016-2017. Accounting of all real estate in the territory of the peninsula, including buildings, "недостроев" and constructions under construction - nearly 2.5 million objects will be during this time made.

"After scanning, quality check of electronic images, - Alexander Shatravko tells, - documents are indexed, translated from Ukrainian into Russian. Rates of transfer correspond to planned: more than 250 thousand documents are already transferred to Russian. The ready electronic resource will also be loaded into the information system Goskadastra of the real estate of the Russian Federation. All works are conducted by us in full accordance with the Russian legislation, in particular, with requirements of the Federal law of July 27, 2006 No. 152-FZ "About personal data"".
