Russian-Chinese mega-DPC

On September 3, 2015 the Government of the Irkutsk region and Huawei company,Lanit,En + Group and Centrin Data Systems signed the framework agreement on creation in the Irkutsk region of large DPC. About it follows from the official statement that by 2018 the DPC expected 1.8 thousand racks and expanded to 8 thousand racks by 2024 should be constructed. The companies note that this data center should become one of the largest in Asia.

The DPC is created for the purpose of providing hi-tech IT services in the markets of Russia and Asia, first of all, in China, including cloud services, high-performance computing and analysis systems of Big Data. It is supposed that up to 80% of capacities of DPC it will be focused on clients from Asia, including within projects of interaction of EEU and the Economic belt of the Silk way and partnership of BRICS. The Centrin Data Systems company will act as the first Chinese anchor client of new DPC.

In addition to provision of services of the party will also study a possibility of development based on the educational and scientific organizations of Irkutsk of software for use of infrastructure of DPC in such areas as monitoring systems of transport, the system of remote sensing of the earth and observation of climate, the personalized medicine, genetic sequencing and others.

The cost of the first stage of the project on creation of DPC is estimated previously at $55 million, the second – more than at $300 million. The project is supposed to be financed by own means of partners and also project financing of the Chinese banks and funds, says the parties.

Lanit will act as the co-investor of creation of DPC. It will perform functions of the system integrator of the project and also to promote involvement of the Russian clients. The government of the Irkutsk region will act as the co-investor of infrastructure for DPC and will provide to the project state support within the decisions on the accelerated development of Eastern Siberia made in Russia. From the region the Corporation of development of the Irkutsk region will participate in project implementation on creation of DPC.

In turn, Huawei will provide supplies of equipment for DPC and will promote customer acquisition from Asia. According to the CEO of Huawei in Russia Wan Ceng, this project is for his company the most large-scale Russian project in the field of DPC.

As for En + Group, it will provide data center with the necessary volume of the electric power from the power plants in the Irkutsk region and will provide platforms for placement of DPC. The company notes that about 50% of job cost of data center fall to the share of the electric power and calculate that "the inexpensive electric power in combination with a frigid climate of Eastern Siberia, and respectively, smaller energy costs on cooling, will make DPC competitive in the fast-growing Asian market".

The project on creation of DPC got support of the Russian-Chinese intergovernmental commission on investment cooperation in Irkutsk and was included in the road map of trade and economic and investment cooperation of BRICS until 2020. The agreement on creation of DPC was signed in Beijing in the presence of the Russian President Vladimir Putin and the Chinese President Xi Jinping.

It should be noted that in 2013 about plans to construct DPC which, predictably, had to become the largest in an Asian part of Russia in Irkutsk, declared[1]Irkutskenergo subsidiary company -Irkutskenergosviaz. In the commercial data center expected 1.3 thousand it is resistant - places, the company expected to invest about 2.5 billion rubles.

The first stage of DPC had to be put into operation in the second half of the year 2014, then this schedule was moved up on the first half of the year 2015. In November, 2014 Irkutskenergosviaz told[2]that made corrections to strategy for creation of DPC and made the decision to begin its construction only after conclusion of an agreement about co-investment with the main consumer of IT services. The company said that consider both an opportunity for work with co-investors, and large potential tenants. The solution in Irkutskenergo was explained with the big scale of the project.
