CSoft Group expanded the list of the implemented technologies of ISOGD in Stavropol Krai

September 01, 2015. In city administration of Mikhaylovsk of Stavropol Krai there was^[1] the project on implementation of an information system of ensuring town-planning activity based on the software package UrbaniCS is implemented.

Project Progress

In the project progress specialists of CSoft-Terra companies (Moscow) and "The center of engineering service" (Stavropol) carried out a complex of works on formation of the uniform geospatial database of the city of Mikhaylovsk, to implementation of specialized electronic document management regarding rendering municipal services in the field of town planning and land use, on installation and setup of the server software, client jobs and also on user training.

Within the actions for formation of the uniform geospatial database of the city of Mikhaylovsk by specialists of the contractor the following works are performed: a set of thematic layers containing maps of quarterly cadastral division of the territory of the municipal entity, administrative-territorial division, the land plots, real estate, town-planning zoning and also the scheme of axial streets, the address register and the space picture is created; attributive information on space objects is completed. According to a text part of PZZ filling of town-planning regulations in electronic form with their binding to a geospatial basis for further formation in the automated mode of reports on restrictions and types of use of lands according to PZZ.2 is executed

Within implementation of specialized electronic document management regarding rendering municipal services in the field of town planning and land use reference books, necessary for work (the reference book by specialists, the organizations and departments, positions) were created, a set of roles and access rights is created in the database, according to the list of services all administrative regulations are worked out and the uniform flowchart with selection of the administrative procedures significant for display in ISOGD is made, the list of work types according to incoming requisitions for each municipal service is entered to ISOGD. 12 jobs of a system are set and individual training of 18 users to work with a system is provided.

Result

Setup of the UrbaniCS system taking into account requirements of the general department of administration promotes rationalization of electronic document management and effective control of performing discipline in the field of working off of the documents arriving during rendering municipal services and also allows to conduct electronic base of documents of title (resolutions, solutions) in a binding to space data of a cartographic electronic basis.

According to the first deputy head of administration of MO of the city of Mikhaylovsk Natalya Nikolaevna Homenko, all works on system implementation were performed qualitatively and in the terms set by the municipal contract. When working all offers, requests and notes arriving from specialists of administration were considered.
