Project objective "Automation of the Uniform information calculating center of Astrakhan"
It was necessary to increase collecting of payments of the population for utilities and to reduce social tension in the field of housing and public utilities. It was for this purpose decided to create in Astrakhan the single city system of calculation, acceptance and accounting of payments for housing and communal services capable to provide to citizens payment for the uniform receipt and receiving explanations in the mode of "single window".
Project progress
To implementation of a billing system "Take care PTK" in Astrakhan the CUSTIS company started in April, 2006. Preproject inspection confirmed universality and flexibility of technological solutions PTK "Take care" — their applicability in the conditions of the big city.
Specialists of CUSTIS developed the business plan of the project. The set of standard agreements with suppliers and other participants of calculations for housing and communal services was provided for fast deployment of primary activity of EIRTs.
To summer of 2007 system implementation "Take care" came to the end — the city system of calculation, acceptance and accounting of payments for housing and communal services was created. EIRTs integrated separate databases of city suppliers of housing and communal services in a uniform information calculating complex and implemented the principle of "single window" in scales of all city.
Description of result
Based on PTK "Take care" in the city with the population more than 500 thousand people 28 subscriber stations with cash points function at them which interact with servers of settlement center online. In any of points EIRTs it is possible to pay any utilities, to receive explanations on charges and calculation principles, to register necessary changes.
Payment amounts for the electric power, maintenance and repair of housing, cold water supply, watering, water disposal, export of MSW, service of on-door speakerphones enter into structure of the uniform receipt which is monthly exposed to the population. In Astrakhan metering devices of a consumption of water (hydrometers) are widely used, and it is completely considered in settlement mechanisms of a system. Algorithms of payment for gas, specific to the region, were also implemented.
In EIRTs residents I can also pay services which are not included into the uniform receipt, such as cable television, lift economy, supply of hot water and heating.
Organization of work of EIRTs with the population
For the most complete informing the population on the system of settlement between suppliers and consumers of housing and communal services since May, 2006 in Astrakhan the telephone service "Goryachaya Liniya" works. Her operators conduct explanations by calculations and charges for housing and communal services and accept indications of metering devices (counters). A technology resource of a system "Take care" allows to process quickly the acquired information and to provide for payment the amounts calculated taking into account meter readings. Subscribers spend less time for filling of separate columns of the payment receipt, and the error probability decreases.
"Take care" also third-party collectors of payments
It is possible to pay housing and communal services also through any of more than 15 third-party organizations collectors of payments among which Sberbank and Management of a federal mail service. In PTK "Take care" the universal algorithm of information exchange with third-party collectors which allows to use for collecting of payments practically any technical means and methods, including payment via ATMs and payment terminals is implemented.
Advantages to suppliers of housing and communal services
For suppliers of housing and communal services in PTK "Take care" it is provided and the possibility of remote access to information concerning activity of the specific supplier is actively used. From a remote workplace it is possible to browse data on personal accounts and to create report forms. It significantly simplifies and accelerates obtaining summary information and also facilitates work with debtors whose list can be created at any time. Subscriber departments of suppliers transferred a noticeable part of work of EIRTs and cut down the staff. Generally they service the production processes connected with metering devices, their installation, registration, checking, etc.
Social functions of utility billing
PTK "Take care" allows not only to develop the information resources connected with procedures of calculations and charges for housing and communal services but also to conduct condition monitoring of housing stock, population shift and its social protection (accounting of privileges). A system allows to automate the address social help to the population with personal accounting for each receiver of privileges.
