Project Objective
Creation of a transparent settlement system was a main goal of automation in the field of housing and public utilities of the city of Kurchatov. At the same time implementation of a billing system had to increase service quality: save residents from queues at payment of housing and communal services and to considerably increase collecting of payments.
Project progress
Based on EIRKTs of Kurchatov in 6 months in the city with the population more than 40 thousand people the city system of calculation, acceptance and accounting of payments for housing and communal services was created.
From December, 2006 to July, 2007 a system worked in the mode of trial operation. And in July, 2007 specialists of CUSTIS a billing system "Take care" in EIRKTs of Kurchatov in commercial operation.
Software package "Take care" it is set on the server in EIRKTs of Kurchatov and in five subscriber stations which interact with settlement center online. Each point is equipped with the modern equipment which significantly increases efficiency of personnel and increases service rate of the population. It allowed to save residents from queues without service quality loss.
Charge of payment amounts in a billing system "Take care" it is executed both using normative rates, and on the basis of indications of metering devices that becomes recently especially relevant. A system "Take care" successfully copes practically with any calculation task facing EIRKTs whether it be recalculation of the amounts for heating according to the results of abnormally warm winter or accounting of an underdelivery because of temporarily idle elevator.
Description of result
As a result of implementation of PTK "Take care" EIRKTs of Kurchatov received the modern automation system of calculations and charges which is capable to adapt to changes of the housing legislation quickly. The new software package not only replaced with itself outdated software, but also considerably expanded possibilities of EIRKTs
Economic effect of implementation was shown quickly: in the first months of operation of a system collecting of money from the population exceeded 100% as residents began not only to pay the current charges, but also to pay off the debts on housing and public utilities.
Organization of work EIRKTs with the population
In any of five subscriber stations of EIRKTs residents can pay housing and communal services, receive explanations on charges and calculation principles, to register changes in the personal account.
The structure of the uniform receipt which is monthly exposed to the population of Kurchatov included charges for the electric power, maintenance and repair of housing, cold and hot water supply, heating, water disposal, export and utilization of MSW, an overhaul, hiring of premises, use of the elevator, service of on-door speakerphones.
According to requirements of the legislation all information necessary for the subscriber — the table of charges by services taking into account the registered privileges, underdeliveries, recalculations and overpayments is visually provided in the receipt. The subscriber is also informed on indications of metering devices, the last considered payment and amount of debt or overpayments at the time of issue of the receipt.
