The second stage: "Voskhod" lost Elara
In October, 2015 summed up of the Ministry of Telecom and Mass Communications the results of the second tender on creation of the hardware-software platform of storage of electronic documents of title on the real estate (the first phase of works was completed in 2014 by Scientific Research Institute Voskhod - see below).
The Elar company with the request for the amount of 72.55 million rubles became the winner of competition. The second place was taken by federal state unitary enterprise Scientific Research Institute Voskhod which suggested to perform work for 75.87 million rubles.
The price became a decisive factor in a competition for a victory. For quality of requests and qualification applicants had identical estimates.
The Transsiti company became the third participant of tender. Its request got 0 points by criteria of study of the request, qualification of personnel and presence of production capacities.
The first stage: the choice of the free software as basic
Officials disclosed information on the basic software on which the platform of storage of electronic documents of title on the real estate and cadastral affairs is created. Everything it has an open source code.
As DBMS for metadata PostgreSQL, for a file store of electronic documents – Apache Cassandra DBMS is selected.
The HTTP server works based on Apache, the application server – for JBoss AS J2EE. The basic operating system for virtual machines is CentOS, for administration and monitoring Zabbix is used.
The platform is developed since October, 2014 by request of the Ministry of Telecom and Mass Communications. A functional customer is Rosreestr. The contractor of the first stage selected federal state unitary enterprise Scientific Research Institute Voskhod which received under the contract of 105 million rubles[1].
In September, 2015 the Ministry of Telecom and Mass Communications announced[2] on a new stage of works (its amount – 77.4 million rubles) in which technical project it was announced the basic software selected for storage.
Why the storage is necessary
On[3] approved in 2013], by 2019 78 million documents of title and also 38 million cadastral and accounting cases should be transferred to an electronic form.
Paper documents and affairs are stored in archive depositories in territorial authorities of Rosreestr and branches of Federal cadastral chamber. About 8.4 million cases as of October, 2014 are already transferred to an electronic form.
For digitization of the remained documents till 2019, according to the FTP, it is going to spend 17.76 billion rubles. About 1 billion rubles will be invested in development of the platform for their storage.
The operating accounting systems of Rosreestr – the Unified State Registry Is Right (USRIR) and Goskadastr of the real estate (GKN) created till 2012 with attraction of the credit of the World Bank function based on Oracle DBMS, and as server OS use mainly Windows Server 2000/2003/2008.
By 2019 EGRP and GKN will stop existence, and they will be succeeded by the Uniform state real estate register [1] (EGRON). Its creation also started in 2014[4].
The created storage originally will be integrated with the operating accounting systems, but EGRON, said in terms of reference should "be based on the principles, the main software and hardware solutions, technologies and ideology".
EGRON, in turn, also as well as the platform of document storage, is created mainly based on the open source.
