The Investigative Committee of the Russian Federation across the Republic of Crimea implemented Supervision

September 23, 2015. The Investigative Committee of the Russian Federation located in the territory of the Republic of Crimea reported^[1] about completion of implementation of the Supervision automated information complex (AIC)^[2] (based on EDMS "DELO"). Works are performed by Cosmos 2 company, Rostov-on-Don (the partner of EOS Group) as soon as possible.

Project Progress

Implementation of AIK "Supervision" took place in the Main Investigation Department of Investigative Committee of the Russian Federation of the Republic of Crimea in two stages: at the first stage a system is installed directly in divisions of Head department, on the second – in city, interdistrict investigative departments and also in investigative department on transport.

In Investigation department of Investigative Committee of the Russian Federation of the city of Sevastopol implementation of AIK "Supervision" is performed for one stage – a system is unrolled in divisions of Management personnel and territorially remote investigative departments.

It should be noted that GSU IC RF across the Republic of Crimea and SU of the IC RF on Sevastopol were created about a year ago and before start of the project used in work the mixed system of office-work without any elements of automation.

Due to the uniqueness of solvable tasks in the course of activity of investigative divisions, creation of the specific documents which do not have analogs in other authorities at workflow automation required to include in a single system of electronic document management not only normal managerial documents and correspondence, but also criminal cases and also control productions.

Besides, it was necessary to automate exchange of documents between Territorial Offices and Management personnel, to provide tracking of completion dates of documents, quick search in the general database and also creation of different reports – on document flow, citizens' appeals, etc.

All these tasks are provided by functionality of AIK "Supervision" - the specialized software product of EOS Group company. The product completely conforms to the departmental requirements for the organization of document flow enshrined in the Instruction for office-work of Investigative Committee of the Russian Federation approved by the order of 7/18/2012 No. 40.

During implementation in the Supervision system:

• all necessary document groups set by regulations of the departmental Instruction for office-work are created;
• all basic and additional reference books, including "The nomenclature of affairs" are prepared;
• processes of registration of the entering, outgoing, organizational and administrative documentation, criminal cases, an institution of control productions according to documents, write-offs of documents in dresses, printing of mail registers, envelopes are automated;
• training of employees and individual consultations on work with a system is provided.

Besides, in registration cards additional details which allow to reflect information on documentary units more fully are created.

So, in cards of citizens' appeals the standard wording of the decisions made according to addresses are created ("is rejected", "explained", etc.). The bases of suspension of case, a measure of procedural coercion, some provisions of the Criminal Code of the Russian Federation are entered to cards of accounting of criminal cases. Except informative function, additional details allowed to reduce significantly time of formation of various periodic reports (monthly, quarter, etc.).

Result

Implementation of AIK "Supervision" allowed to bring to new level information exchange in Investigation departments. Divisions of Management personnel and territorially remote investigative departments got access to the single database.
