In August, 2010 the Ministry of Internal Affairs announced results of open auction on delivery of licenses of the software and certificates to technical support of a special geographically distributed automated system of logistics (STRAS of MTS). Within the auction two lots were played. The first lot assumed delivery of software of Oracle, IBM and QlikTech, and the second – delivery of certificates to technical support of software of Oracle and QlikTech.

To participate in total in biddings three companies showed willingness: Menfis (submitted the application for tender on lot No. 1), Croc and Inform Project (submitted applications for participation in biddings on two lots at once). According to the results of consideration of the submitted requests regarding their compliance to requirements of the customer admission to the tender was received by Croc and Menfis. According to the auction protocol, Inform Project company it was refused admission because of the revealed contradictions between the specified data in the information about the bidder and the certificate of incorporation.

The Croc company which requested 242.489 million rubles for accomplishment of the public contract was recognized the winner of an auction for lot No. 1. For comparison, its initial cost was 255.252 million rubles. In turn, the auction for lot No. 2 was announced cancelled because of existence only of one request corresponding to documentation conditions. As a result the draft of the government contract was transferred to the only participant – Croc company. The cost of the government contract on the second lot specified by the customer in the protocol was 64.3 million rubles.
