On September 30, 2015, it became known about the preparation for the implementation of the concept of the Unified Automated System for Managing Regulatory Reference Information of Rostec State Corporation (EASU NSI), developed by RT-INFORM.

History

2025: Ministry of Digital Development of the Russian Federation systematizes the work of government agencies with information - they will have to use the FSIS ESNSI

On February 25, 2025, the Ministry of Digital Development published a draft resolution of the Government of the Russian Federation "On the Federal State Information System" Unified System of Regulatory Reference Information "(FSIS ESNSI). The agency intends to bring to uniformity the data contained in the information resources of federal executive bodies and state extrabudgetary funds.

Within the framework of the project, the authorities want to systematize the work of government agencies with information. The purpose of the ENSI is to ensure the centralized storage, maintenance and dissemination of regulatory reference information used in interdepartmental information interaction to unify and structure data, as well as increase their consistency and connectivity. The system performs a coordinating role and should ensure the uniformity of names, technical codes and other data used in information systems of various branches of public administration. The key tasks of the ESNSI are:

  • Ensuring a unified approach to the management of regulatory reference information of state and local authorities for structuring and standardizing data;
  • Creation of a single centralized repository of regulatory reference information to maintain the relevance and reliability of data for all system participants;
  • Implementation of data quality control processes to be transmitted using a single system of interdepartmental electronic interaction to ensure accuracy and consistency of information used in state and municipal administration;
  • Support the quality and timely provision of state and municipal services in electronic form through the use of standardized regulatory reference information.

In accordance with the new requirements, from January 1, 2026, executive authorities and state extra-budgetary funds will be required to use regulatory reference information from the ESNSI as a standard to bring into line with it other data contained in their information resources.[1]

Project objectives

According to the developers, EASU NSI will have to act as a single point of access for enterprises state corporation to directories, classifiers, standards, other regulatory and reference documents submitted in electronic form.

Rostec (2014)

The development of this concept is aimed at providing standard approaches in the management of regulatory reference information at Rostec enterprises. The concept involves the creation of a multi-level automated system that provides the ability to present a set of reference data sets for a specific enterprise, forming unique tables of standards and reference books based on standard standards and basic reference books. At the top level, the following will be provided:

  • maintenance of international, all-Russian and departmental directories and classifiers,
  • maintenance of GOSTs, lists of state corporation products,
  • at holding level
    • industry reference books (for example, reference books of standard products, purchased components, etc.) and classifiers,
    • OSTs,
    • product catalogs,

  • at enterprise level

    • enterprise standards,
    • data sets on equipment, process operations, tools, machine tools, etc.

The unified reference information fund will be divided into two areas:

  • financial and commercial information
  • of an engineering and production nature.

This approach will help optimize NSI management, taking into account the specifics of the directions.

It is assumed that within the framework of the first stage of the system implementation, centralized management of regulatory reference information at the corporation level will be implemented, then NSI management will be centralized at the levels of holdings and enterprises.

During the preparation of the EASU NSI concept, RT-INFORM specialists analyzed the state of affairs in the field of regulatory reference information management at more than 25 Rostec enterprises. As a result of the work done, problems were identified related to the length of time for the preparation of technical and economic proposals for customers, which ultimately lead to lost profits. EASU NSI will make it possible to determine uniform standards and approaches to managing regulatory reference information at all levels of the state corporation, effectively using the existing expertise accumulated at the enterprises of the state corporation.
