AIS ILM

The AIS "ILM" is the Russian regional automated information system intended for early detection of wildfires, determination of their geographical coordinates, management of forces and means at fire extinguishing, accumulation and data processings about the fire extinguishing course up to ignition liquidation.

A system is implemented and is used in 19 forest areas of the Moscow region. Use of the stationary protected webcams of tracking and software technologies of automatic identification of the fact of ignition on the basis of a video flow provide remote round-the-clock monitoring of the controlled territory of forestry.

The AIS "ILM" automates processes:

• detection of the fires, determinations of geographical coordinates and traveling direction;
• coordination of forces and means at fire extinguishing, decision makings using the protected video conferencing, including for joint work;
• reportings for Federal Forestry Agency of the Russian Federation for the benefit of monitoring of fire safety.

An owner of a system is the Federal budgetary institution "St. Petersburg Research Institute of Forestry" (FBU "SPBNIILKH"), the certificate on state registration of a system - No. 2014619528.

Architecture

The AIS "ILM" consists of the following interconnected subsystems:

• Videomonitoring
• "Monitoring of fire hazard in forests"

• "Accounting of objects of actions and resources of fire-prevention appointment"
• "Optimization of laying of delivery routes of forces and means to the area of wildfire"

• "Import/export of data"

The AIS "ILM" uses the following external data sources:

• Data of DZZ;
• Fire observation posts;
• Automatic meteorological stations;
• Aviation and land patrol routes;
• Sensors of detection of wildfires;
• Messages from the population (mobile communication, the SMS, e-mail, mobile applications)

Functionality and systems capabilities

• Bilateral data transmission about location and the movement of fire-prevention complexes:
• Input, storage and updating:
• Quick search of objects, actions and resources of fire-prevention appointment using the system of filters.
• Visualization of space data (quarter network, povydelny network, notices, the mineralized bands, fire-prevention objects, etc.).
• Printing of a different report type on resources, actions and objects taking into account the saved-up statistical data and ability to integrate with other systems.
• Accounting of inflammability of the woods on the basis of statistical data (for the last 5 and more years) and these meteorological stations in real time, including creation of the KPO card.
• Integration with the systems of Federal Forestry Agency of the Russian Federation
