RTK automated budget management using IBM Analytics

October 27, 2015. IBM and BI Partner (Ai-Teko Group I-Teco) announced the completion of a project to develop an automated budget planning system and create a consolidation mechanism in the RTK group of companies.

Project progress

The purpose of the work was to create a unified information system that automates the budget management circuit of the entire group of railway operators.

The implementation of the system was carried out by BI Partner specialists in cooperation with SIAM Consulting LLC.

Within the framework of the automation project, work was carried out to summarize and standardize the methodology:

• budget administration;
• formation of the consolidated budget of the group companies.

The budget model implemented in Cognos TM1 covers the tasks of planning and modeling the group's operating, financial and investment activities. In addition, the budget model implements a unit for calculating the main production and technical and economic indicators.

The budgeting Kontur covers the main enterprises of the holding that carry grain, agricultural, forest, construction and bulk cargo.

Result

By automating the process of consolidation of the GC budgets, which consists of the procedure for auditing symmetrical and asymmetrical intra-group turnover, balances and the formation of consolidated budget forms, the key task of budget business management was solved during the project. The consolidation perimeter is user-defined and can include an arbitrary set of group business units.

The work performed was a continuation of the audit of the already used system. The IBM Cognos TM1 platform was previously successfully tested at Rusagrotrans CJSC, the leading company of RTK Group of Companies. In order to use the system as a consolidating mechanism, it was decided to switch to the IBM Cognos TM1 10.2.2 platform and use the innovative IBM Cognos Performance Modeler development tool, which allows you to create complex budget models in a short time with minimal costs.

The developed budgeting system provides the opportunity to apply various consolidation scenarios for subsidiaries, associates and other members of the RTK group. The consolidation model covers both the total and functional budgets of the group and involves the use of procedures provided for the consolidation of budgets taking into account the principles of IFRS, representatives of the integrator company told TAdviser.
