Project History

10 years ago in Legislative Assembly of the Irkutsk region the project on system implementation of electronic document management started. A lot of things were during this time made: from what it is accepted to call classical document flow, before creation of electronic archive of documents. At the same time the end is not put to the project yet: in the future it will be a question of full interdepartmental electronic document management, automation of legislative activity and even of mobile applications for work with electronic documents.

The project on workflow automation in Legislative Assembly of the Irkutsk region started in October, 2005. Within the project at the initial stage it was necessary to organize registration of the entering and outgoing correspondence, to provide control of execution of instructions. For this purpose specialists of Legislative Assembly carried out the analysis of the electronic document management systems presented at the Russian market. Among requirements, the convenience of work through the web client, an opportunity in the future to organize work with electronic digital signatures, popularity of the solution and the number of implementations in authorities not only the federal, but also regional level was one of the major.

Choosing a Solution

As a result a choice was made for benefit of EDMS Case of Electronic Office Systems company. This solution at that time was already implemented and well proved in Altai Krai and some other regions in the central band of Russia. Besides, the important factor which inclined scales towards EDMS Case was also the fact that in 2005 both the State Duma, and the Federation Council already worked in this system.

Project Progress

The partner in implementation selected the Irkutsk company "Referent" which won within quotation requests. Besides, the Legislative Assembly at that time already had positive experience of cooperation with Referent within other IT projects that, of course, also played a role. At the first stage in Legislative Assembly 20 jobs were created. Further the project developed gradually, and at the moment the number of licenses practically reached 70 pieces.

In 2005 in Legislative Assembly using EDMS Case automated work of office: completely provided registration of the entering and outgoing regulating documents. In a year started scanning of documents therefore specialists of committees and services of Legislative Assembly had a desire to work with those documents which appeared in this system. Also there was a need to control execution of instructions by committees of Legislative Assembly and the office of Legislative Assembly, i.e. managerial documents. Requirements of department grew, also the number of licenses respectively increased.

All internal services of the office of Legislative assembly of the Irkutsk region and also its committees and the commissions (including, and deputies) work in a system Case. They receive documents, put on control, note execution. All documents which enter and appear Legislative Assembly, are scanned, for their storage the archive is created. At any time the necessary document can be "lifted" from archive, to print or make the scan copy.
