Content

On November 12, 2015 it became known of the project of conversion of architecture of network of the Pension Fund of the Russian Federation. The contractor in the project Flat network AMT Group company[1].

Project Tasks

The project which later received the name "Flat Network" was implemented within creation of an information system of AIS RPF-2 fund which consists of 25 functional, infrastructure and providing subsystems. It was required to increase performance, reliability and controllability of a corporate data network.

Pension Fund of the Russian Federation (2013)

The RPF network was based on the hierarchical principle and consisted of trunk and regional segments. Regional - by the principle "star", with the center in departments of fund, they provided interaction of the RPF branches located in one region.

Communication services for regional network segments of RPF were provided by more than 40 regional telecom operators. The network operated on the different equipment having limited capacity, low reliability in the absence of a possibility of uniform control and management.

Project Progress

The project was executed in the first quarter 2014 in pilot zones: The Kaluga and Omsk regions, then upgrade of network in other territory of the Russian Federation began. As a part of the Pension fund for November 18, 2015:

  • 8 managements in the federal districts of the Russian Federation;
  • 84 departments of fund in the subjects of the Russian Federation and the city of Baikonur (Kazakhstan);
  • more than 2.4 thousand Territorial Departments.

The architecture of corporate network was transformed to "flat network". It provides interaction of divisions directly "everyone with everyone". Communication services were provided by operators - Rostelecom and Megafon, than reservation is provided, capacity and balancing of loading of network is increased.

Rostelecom provides the main channel, in the normal mode of network functioning provides functioning of the AIS of RPF and other applied information systems, transfer of Internet traffic and departmental e-mail.

The alternative channel provides Megafon, the operator services a network segment which is used for the organization of sessions of a video conferencing and services of a departmental telephone network. Communication channels are geographically distributed. According to the statement of RPF centralization of agreements on communication led to decrease in the specific cost of 1 MB of traffic more than by 4 times.

Project Results

Works began in 2011 and for November 18, 2015 are not completed yet. About 9 billion rubles are spent for project implementation since 2011. More than 2 billion rubles are planned to spend in 2015.

As a result:

  • as a part of the corporate data network (CDN) more than 2840 nodes. The most remote objects - in the territory of Far North and the Far East[2];
  • automatic switching to an alternative channel of communication during 50 with on the basis of the BGP protocol on all KSPD nodes;
  • topology of KSPD – "everyone with everyone";
  • single system of monitoring of all KSPD nodes;
  • condition during creation of alternative channels – physically separate route of laying of the fiber-optic communication line of "the last mile".

Ruben Enfiadzhyan, the head of the department of infrastructure management of automated information system of RPF, noted:

"The most significant for us result of the performed works – transition from a difficult layered design of network to the current state which allows us completely and on a centralized basis to control and manage the network resources. Users of information systems of RPF received the flexible and reliable tool for implementation of the most difficult and resource-intensive tasks".
