About the Customer The federal center of traumatology, orthopedics and endoprosthesis replacement in Barnaul – one of three centers of an orthopedic profile constructed in Russia within the priority national Health project.

The structure of the Center includes advisory clinic, 3 adults and 1 children's travmatologo-orthopedic departments, anesteziologo-intensive care unit, an operblok with 5 operational halls, laboratory, department of radiodiagnosis and department of recovery treatment. The center provides hi-tech medical care in the field of traumatology, orthopedics, endoprosthesis replacement and in the adjacent fields of medicine.

Contractor Corporate Systems — Consulting company, the partner of EOS Group company in Western and Eastern Siberia.

Implementation term

September – October, 2015. Situation by the beginning of project implementation Document flow in Federal State Budgetary Institution FTsTOE prior to implementation of EDMS "DELO" was not automated. Employees used the journal registration form of paper documents. Need of the effective organization of accounting and control of completion dates of documents became premises of the decision on implementation of EDMS.

Project Tasks

The workflow system had to solve the following problems:

1. automation of registration of the main document groups with attachment to a registration card of their electronic images;
2. a possibility for persons, responsible for control, to trace completion dates of the documents arriving from superior organizations and also instructions which are taken out by the Chief physician (the head of the Center);
3. creation of the database of electronic documents with history logging of their changes, providing to the user up-to-date information about the status of the document.
4. automation of report generation on document flow.

Thus, the workflow system had to solve not only problems of registration and accounting of documents, but also automation of control of execution of documents. The EDMS "DELO" of EOS Group company selected for implementation had all functionality, necessary for the solution of these tasks.

Project Implementation

For the solution of the above-stated tasks were purchased by the Customer:

1. 8 user licenses EDMS (3 jobs of the CASE system and 5 jobs of the subsystem "DELO-Web");
2. the option "Scanning" (for the translation of paper documents in an electronic form with their subsequent attachment to registration cards);
3. the Monitoring of Documents application for all users of EDMS. This application is own development of KS-Consulting and performs function of an informer, and allows users to learn about events in EDMS, without starting "CASE".

The workflow system "CASE" was installed in a reception, office and at chiefs of departments. Specialists of KS-Consulting company conducted examination of document flow of organization and following the results made the list of document types which need to be considered in EDMS, defined routes of their movement and also selected features of filling of details RK. According to results of inspection a system was customized:

1. all necessary document groups are got;
2. basic reference books (the reference book of the external organizations, the internal reference book by officials) are completed.

Within the project each user underwent individual training, mastering in the workplace operation algorithms in the program. The first the staff of the general department was trained. In October on a closing stage of the project, chiefs of departments were trained.

Thus, as a result of implementation of EDMS "DELO" in Federal State Budgetary Institution Federal Center of Traumatology, Orthopedics and Endoprosthesis Replacement of the Ministry of Health of the Russian Federation (Barnaul) the single database of the entering, outgoing and internal documents is created.
