The electronic government is created within implementation of the Federal target program "Electronic Russia (2002-2010)" and the Long-term target state program "Information society (2011 - 2018)".

The purposes of programs are:

• quality improvement of relationship of the state and society by expansion of the accessibility of citizens to information on activity of public authorities, increase in efficiency of providing the public and municipal services, implementation of uniform standards of service of the population;
• increase in efficiency of interdepartmental interaction and the internal organization of activity of public authorities on the basis of the organization of interdepartmental information exchange and ensuring effective use by authorities of information and telecommunication technologies, increases in effective management of implementation of information and telecommunication technologies in activity of public authorities;
• increase in efficiency of public administration, ensuring efficiency and completeness of control of activity of public authorities.

As a part of programs projects are implemented on:

• to transition to providing public services and execution of the state functions in electronic form by federal executive authorities, development of infrastructure of access to the public and municipal services and information on activity of public authorities and local government authorities;
• to creation of the state automated system Management providing monitoring of effectiveness of activity of federal public authorities, public authorities of territorial subjects of the Russian Federation and local government authorities on achievement of key indicators by them in the field of social and economic development of the Russian Federation, development of the industry, implementation of priority national projects and state programs;
• to development of infrastructure of the electronic government.

The customer coordinator of programs the order of the Government of the Russian Federation appoints the Ministry of Telecom and Mass Communications of the Russian Federation, the main federal executive authorities, public authorities of territorial subjects of the Russian Federation and local government participate in program implementation. The order of the Government of the Russian Federation of 8/26/2009 No. 1231-r the open joint stock company of intercity and international electric communication Rostelecom is defined by the only contractor of actions for the list of the Federal target program "Electronic Russia (2002 - 2010)" regarding design and creation of infrastructure of the electronic government.

Management and coordination of activities of all project participants for creation of the electronic government is based on use of program and target approach. Use of the project principles of management is intended to provide achievement of goals, systematic implementation of state policy in the field of use of information and telecommunication technologies in public administration, efficiency of formation of the electronic government and also long-term stability of the received results.

Solution and main results

1. The schedule system of projects on formation of the electronic government by Project PRAKTIKA Group was developed the project implementation schedule system providing:

• planning of actions of projects as a part of the following plans:
•  : The directive plans defining the main project deliverables and controlled by Government Office of the Russian Federation;

* The coordination plans providing interaction of project participants and being the management tool of the Customer coordinator;

* Working plans of the executive authorities providing detailed planning of the main actions for project implementation within activity of their certain participants.

• planning of target indicators and control indicators.

For methodical ensuring planning templates of plans were prepared, recommendations for FOIVOV and the subjects of the Russian Federation on formation and maintaining plans and Regulations of interdepartmental information exchange on planning and monitoring of formation of the electronic government are developed. For the purpose of ensuring integration of the specified plans and coordination of their accomplishment the information solution based on MS Project was deployed.

2. Monitoring of project implementation on formation of the electronic government Collecting of an original informatin about the project progress and formations of the analytical reporting is performed using the created Information system of monitoring of projects in the Electronic Government direction. The functionality of this system includes information support:

• monitoring of schedule performance of actions of projects;
• monitoring of achievement of target indicators and control indicators;
• monitoring of financial provision of projects at the federal level;
• control of execution of instructions on subject of the Electronic government for the benefit of Government Office of Russia and the Customer - the coordinator,
• monitoring of public opinion and media on subject of the Electronic government (visualization of materials of the FSO); - information representation and support of activity of collegiate advisory bodies of management in the Electronic Government direction, ensuring preparation and holding meetings, including processing of legal solutions and materials of meetings,
• maintaining base of regulatory and methodical information on project implementation.

For the purpose of preparation of acceptance of management decisions on correction of the project progress the differentiated complex analytical reporting is developed for specific users of this system.

3. Personnel training

For ensuring effective use of methods of project management and the created instruments of information support personnel training as a part of 2 groups is organized:

• groups Curators of projects
•  : staff of Government Office of the Russian Federation,

* project managers from the Ministry of Telecom and Mass Communications – the Customer Coordinator in the Electronic Government direction,

* heads from a federal executive authority, responsible for issues of automation in department.

• groups Schedulers of projects - employees from the Ministry of Telecom and Mass Communications – the Customer Coordinator and employees from the federal executive authorities performing planning features and control on projects of formation of the electronic government.

Training programs include a modern project management methodology according to International standards, the organization of accomplishment of the main procedures and use of the configured instruments of information support (Microsoft Office Project 2007 and the IC of monitoring of projects in the Electronic Government direction).
