Federal Guard Service of the Russian Federation (FSO of Russia) (Project practice: Project Measurement (Prize))

On July 4, 2007 the session of the International Olympic Committee in Guatemala made the decision on carrying out in the city of Sochi XXII of the Olympic winter Games and the XI Paralympic Winter Games of 2014. Already next day the President of the Russian Federation issues the Decree "About Preparation for Holding Games in Sochi".

The start was from this point given to one of the most large-scale projects in the history of Russia which implementation is under personal control of the Russian President D.A. Medvedev and the Russian Prime Minister V.V. Putin.

For holding the Olympic Games in the city of Sochi it is necessary to perform a huge number of projects and actions:

• construction of the Olympic and providing objects;
• organization of the Olympic ceremonies and providing Olympic heritage;
• development of transport infrastructure in the region;
• ensuring environmental safety;
• training of athletes;
• others.

A large number of the organizations – Olympstroy State Corporation, ANO Organizing Committee Sochi 2014, the Ministry of Transport of the Russian Federation, the Ministry of Natural Resources and Environmental Protection of the Russian Federation, the Ministry of Sport, Tourism and Youth Policy of the Russian Federation, Administration of Krasnodar Krai, City administration of Sochi and many others takes part in implementation of project data and actions.

At the same time owing to importance of the project the course of its implementation is traced by the Russian President Administration, Government Office of the Russian Federation, the management of the ministries and departments.

Such large managerial task demanded the corresponding approaches, methods and tools, both organizational and methodical, and technology. There was a need of creation of convenient and effective solution which would provide complex monitoring and control of the course of preparation for Games due to collecting, integration and data analysis in the numerous directions of preparation, from different participants of this process.

FSO of Russia and Olympstroy State Corporation acted as functional customers of future solution. The Russian President Administration, Government Office of the Russian Federation, heads and the staff of more than 30 organizations – participants of preparation for Games had to become users of a system.

In view of the fact that to a control system and monitoring of preparation for Games it was going to connect users from a large number of the organizations, it was decided to implement a system in the form of the web portal functioning in telecommunication networks of FSO of Russia.

The start was given to works on creation of the Portal in 2008. As the contractor according to the results of tender the Project PRAKTIKA group having experience with state bodies and successfully implementing implementation projects of information systems of planning, monitoring and control of implementation of large state projects and programs was selected.

Choice of Technology

Having analyzed requirements to an informational portal, perspectives of its growth and development and also considering the high level of potential users of a system, specialists of Proyektnaya PRAKTIKA Group selected from quality of the platform for creation of the Microsoft SharePoint Server 2007 Portal, the reliable, convenient and well proved in the market product optimum suitable for portal solutions.

As tools for implementation of reports and analytics were selected by Microsoft Reporting Services and Microsoft Analysis Services. Evident interactive data marts and reports for the top management are decided to be implemented using Silverlight technologies.

The created solution demanded receiving on a regular basis of a large number of diverse information from participants of preparation for Games, its loading in the database, verifications and processings. For implementation of complex and easily scalable system of data loading Microsoft Integration Services was used.

Solution

Creation of an informational portal of monitoring of preparation for Games happened step by step.

In 2008-2009 the first stage of a system which provided the solution of the following, the most important at that time, tasks was implemented:

• monitoring of the course of construction of the Olympic and providing objects;
• control of execution of orders of the supreme authorities of the Russian Federation on the Olympic subject;
• the publication of news of the media concerning preparation for Games, reviews of media on the Olympic subject;
• the publication of materials about activity of Council under the President of the Russian Federation for development of physical culture and sport, elite sport, preparation and holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in the city of Sochi;
• maintaining base of the regulatory information on the Olympic subject.

For the solution of organizational and managerial tasks the Temporary regulations of interdepartmental information exchange in which the main categories of users (Suppliers and Consumers of information, the Administrator of the Portal) were selected were developed and approved by order of the Government of the Russian Federation and also formats of plans and reports which the organizations had to provide in an informational portal are fixed.

As the key supplier of information at this stage the Olympstroy State corporation acted. Weekly updating in the Portal of information on the course of program implementation of construction of Olympic venues and development of the city of Sochi as mountain resort was adjusted. At that time monitoring of construction of Olympic venues was one of the most important tasks. Information placed in the Portal, and analytical cuts of data began to be used actively by preparation of reports for visits of the International Olympic Committee and the International Paralympic Committee, the Portal began to be applied to support of carrying out working meetings at the Deputy Prime Minister D.N. Kozak who supervises preparation for the Olympic Games and, in particular, construction.

And demanded the subsystem of control of execution of orders of the President of the Russian Federation and the Government of the Russian Federation, the recommendations of the International Olympic Committee became not less important. The portal became uniform storage of all information on instructions, including the materials prepared in pursuance of instructions, letters, reports, the ratings of performing discipline, the solution, etc. By a present situation in the Portal more than 5 thousand instructions are registered. Work with instructions via the Portal is carried out by the staff of Government Office of the Russian Federation daily.

In 2010-2011. The portal gained further development:

• possibilities of monitoring of course of execution of Actions plans on preparation for Games and also the course of preparation and holding test competitions on Olympic venues were implemented;
• in the Portal information on security of Olympic venues with the land plots (according to Administration of Krasnodar Krai), about deliveries of loads for needs of construction and transport service of Games (according to ANO Transport Directorate of the Olympic Games), about the course of training of sports national teams of Russia for participation in Games began to be placed on a regular basis (according to the Ministry of Sport, Tourism and Youth Policy of the Russian Federation);
• the functionality of monitoring of the course of construction of Olympic venues and control of execution of instructions was significantly expanded;
• there was a number of comfortable media services: photo gallery, gallery of surveillance cameras, module of notifications and system of holding meetings;
• and many other things.

It was developed and approved with the organizations – participants of preparation for Games new edition of Regulations of information filling of the Portal which reflects the current situation on information analytically ensuring monitoring and control of preparation for Games more fully.

In September, 2011 the Sochi 2014 Portal was entered by Federal Service for Supervision of Communications, Information Technology and Mass Media (ROSKOMNADZOR) to the Register of federal information systems at number No. FS-77110135 of 9/15/2011.

Today more than 320 employees from 35 organizations are connected to the Portal, including: Russian President Administrations, Government Office of the Russian Federation, FSO of Russia, Olympstroy State Corporation, ANO Organizing Committee Sochi 2014, Ministry of Regional Development of the Russian Federation, Ministry of Natural Resources and Environmental Protection of the Russian Federation, Ministry of Sport, Tourism and Youth Policy of the Russian Federation, other ministries and departments.

In the course of work on the Portal project repeatedly was highly appreciated from users. Letters of acknowledgement and positive reviews about work of the Portal are received from FSO of Russia and Olympstroy State Corporation.

Results

Creation and use of the informational Portal "Sochi 2014" by preparation for holding the Olympic Games of 2014 in Sochi allowed:

• provide the supreme bodies of the government with operational and reliable information in the different directions of preparation for Games;
• increase efficiency of monitoring and control of the course of preparation for Games, to simplify acceptance of necessary management decisions;
• raise the level of performing discipline of the organizations – participants of preparation for Games;
• establish interdepartmental cooperation and create a uniform information field for participants of preparation for Games;
• provide support of holding meetings, the meetings devoted to questions of preparation for Games including at the level of the top management;
• it is essential to simplify information search and preparation of different analytical materials for the staff of the organizations, the ministries and departments on the Olympic subject.
