Automated system of monitoring of a flood situation (the EXPERT of Ministry of Railways) - a monitoring system for "point" determination of a waterway where the adverse situation forms.

A system represents independently working hydrological posts on water level measurement placed on the rivers and the coast of reservoirs. Measurement of water level is performed each 10 minutes. All measurements are synchronized on time with an accuracy of 1 page. The measurement error of water level does not exceed 3 mm.

Results of measurements in real time can arrive on servers of the Ministry of civil defense and emergency, operational services, become available to officials of municipal entities, regions.

At achievement by water level on the river of marks of the adverse and dangerous phenomenon, voice alarms automatically are brought to the attention of officials of municipal entities where the flood on channels of fixed and cellular communication forms. As an alternative channel of communication SMS mailing is used.

The monitoring system allows to define in what place of a waterway there is an adverse situation and timely to provide the notification of the population, to direct there rapid reaction forces for assessment of a situation and taking measures to decrease in damage from a flood.
