In the Leningrad Region the centralized control system of state procurements is created

The committee of the state order of the Leningrad Region together with BFT company implements the project on creation of the centralized control system of purchases on the scale of the region. Within implementation of the first stage of the project to uniform automated information system of purchases "The state order of the Leningrad Region" (AISGZ LO) the first municipal districts of area were connected.

In 2014 in Committee of the state order of the Leningrad Region it was upgraded regional AISGZ LO based on the solution of BFT "ATsK-Goszakaz". At the same time interaction of the principal regional organ on purchases with municipal customers was performed within decentralized control. Increased requirements of Federal law No. 44-FZ to transparency and efficiency of state procurements caused need of implementation of new approach to the organization of purchasing activity – creation of a single system of purchase management of the Leningrad Region, integrating regional and municipal levels.

The project on centralization of a purchasing system on a basis AISGZ LO was begun in 2015 within the state program of the Leningrad Region "Information society in the Leningrad Region". Experts of BFT Company organized the centralized storage and information processing about processes of management of the public and municipal procurements, carried out works on unification of the applied regulations and rules of the organization of purchasing activity in the region.

Connection of the first three municipal districts of area – Tikhvin, Luga and Lodeynoye Pole became the initial stage of centralization. For this purpose experts of BFT Company developed technical proposals on connection and maintenance of municipal customers to a system, loaded the reference information about the budget of the Leningrad Region for 2016, prepared jobs of users. For each area the separate information spaces containing the normative reference information about process of purchases were created tested also trial operation of a system and also training and first technical support of users were organized.

Three regions of the Leningrad Region connected to centralized AISGZ LO, began work in a common information space according to law No. 44-FZ. Planning of the public and municipal procurements is made on the basis of scheduled plans for 2016. Customers can trace keyword parameters of contracts (the price, volume, terms) and to make operational management decisions.

The management system for purchases is a part of uniform budget process of area. AISGZ LO it is integrated with the centralized information and technical platform (CITP) for process automation of storage, data processing and obtaining operational information about execution of budgets of the Leningrad Region created on the basis of "ADC-Finance". Interaction of these two systems provides control of purchases on compliance to the volumes of financial provision of purchases approved and brought to customers in compliance with Part 5 of Article 99 of Federal law 44-FZ. Also AISGZ LO it is integrated with OOS that allows to publish quickly data on order placement, the conclusion and performance of contracts for OOS. Besides, in the ATsK-Goszakaz system on the basis of which it is constructed AISGZ LO the possibility of information exchange with EIS in the field of purchases which began work since January 1, 2016 is implemented.

According to the results of the first stage of the project in AISGZ LO more than 1000 users from 29 settlements of three municipal districts – "pioneers" work in the mode of commercial operation. Connection of other municipal customers will be conducted according to the state program of the Leningrad Region "Information society in the Leningrad Region" step by step till 2018.
