IBS developed service of the informing insured for Moscow City Compulsory Medical Insurance Fund

The IBS company developed in 2015 by request of the Moscow City Compulsory Medical Insurance Fund (MCCMIF) Personal Account of Insured Internet service. Service allows each Muscovite to see the volume of the services rendered to him on compulsory health insurance, and their cost. One more important problem of service is increase in the involvement into control of a status of own health.

New service is intended to increase transparency of compulsory health insurance for citizens, taking into account order of the Russian President about implementation in compulsory health insurance of individual informing on the rendered medical services and their cost. "The personal account insured" gives an opportunity of such informing.

Users of an office are all residents of Moscow and non-residents attached to clinics of Moscow, using medical services in the policy of compulsory health insurance received in Moscow. Service is available according to the link from the official site of Moscow City Compulsory Medical Insurance Fund. For authorization in it it is necessary to have the confirmed account on the portal of public services, no additional registration is necessary for use of service.

In a personal account the various information connected with the receiving insured medical care on compulsory health insurance is available. In the section "My data" insured can check relevance of personal data, see data of the policy of compulsory health insurance, check and confirm attachment to clinic, add contact information. Here the "Tell about Yourself to the Doctor" function is available: information entered here will be transferred to emergency doctors in case of emergency situation. It is possible to enter the chronic and postponed diseases, injuries, allergies, a blood type and other data and also contacts of relatives and other information, important for "ambulance" in the questionnaire (for example, location of the house, the code of the on-door speakerphone, the floor).

In the section "The rendered medical services" it is possible to see the list of all medical services rendered since January 1, 2015, their cost and also to leave a feedback about the rendered services. Insured directly from "personal account" has an opportunity to announce that the specified service was not rendered to him or was inadequate quality, in this case upon an inspection will be carried out.

Also in a personal account there are convenient functions for planning of preventive actions and care of own health: "calendar" and "diary of health". In the calendar it is possible to plan events (routine inspection, an inoculation, drug intake, etc.) and to receive reminders on them by e-mail. In Diary it is possible to fix observations of indicators of the health: pressure, pulse, weight, etc. It is possible then to print and provide this information to the doctor on acceptance.

Tender on design and creation of a system was carried out in April, 2015. Development is complete in August. During the project specialists of IBS solved a number of difficult technical tasks, such as integration with the Unified identification and authentication system (Unified identification and authentication system), with internal systems of fund (A regional segment of the uniform register insured and the Personified database). Service is constructed taking into account the operating system of information security support of Moscow City Compulsory Medical Insurance Fund that allows to provide personal data protection of insured.
