In Yakutsk process of management of purchases on 223-FZ is automated

In District administration of Yakutsk the process of management of purchases performed according to requirements of Federal law No. 223-FZ for budget and autonomous institutions is automated. The project is implemented by BFT Company within development of an integrated automated control system by public finance of the city of Yakutsk.

Earlier in the city the end-to-end system of management of finance which within an installed system "ATsK-Munitsipalny the order" allows all participants of purchasing processes of the city to work in a common information space was implemented and to create all necessary documents according to requirements of Federal law No. 44-FZ. In order that the budget and autonomous institutions of Yakutsk falling under operation of Federal law No. 223-FZ could carry out purchases on the automated basis, the city administration made the decision on need of expansion of systems capabilities "ATsK-Munitsipalny the order".

Originally experts of BFT Company made comprehensive examination of purchasing activity of budget and autonomous institutions of Yakutsk and the analysis of the normative legal documents regulating purchase management on 223-FZ. On the basis of data retrieveds specialists of BFT developed new functionality, held its testing then they set it in a management system for municipal purchases of the city and prepared for start in commercial operation.

The processes automating purchasing activity on 223-FZ in Yakutsk are unified according to uniform standard Regulations on purchases. In the updated system customers can independently make necessary purchases on 223-FZ: plan the procedure of the order, create purchases, define the supplier, etc. As a result when forming documents the risk of errors of users is minimized, the efficiency of their activity increases, time for execution of operations is reduced.

Users have the general reporting that allows District administration of Yakutsk to carry out monitoring of purchases, to estimate their efficiency and to exercise the corresponding control. Besides, a system interacts with OOS/EIS and electronic marketplace.

The project on expansion of functionality of the ATsK-Munitsipalny Order system in Part 223-FZ in Yakutsk continued improvement of a single system of management of municipal finance of the city of Yakutsk.
