The pension fund buys the equipment for a video conferencing for 200 million rubles

On December 28, 2015 the Pension Fund of the Russian Federation (PFRF) announced running an electronic auction on acquisition of the equipment of hardware and software systems of interaction of structural divisions of RPF. The relevant information was published on the portal of state procurements^[1].

According to documentation, PACK ICES are required for development of the existing system of a video conferencing of the Pension fund. The new equipment will go for replacement outdated and also the number of participants of VKS will allow to expand and to add a feature for use of modern protocols.

It is also possible to learn from documentation of RPF that hardware and software systems should represent a complex of four-level multidomain technical means of interaction of all territorial authorities and structural divisions of RPF with a total quantity of participants not less than 10000, with a possibility of aggregation of multimedia of data and services of real time.

PACK ICES should provide ability to integrate with terminals of the different producers and vendors (at least- Polycom Cisco Tandberg) using different standards of data transmission (at least of SIP, H.323). Thus the possibility of combination in a unified environment of diverse data transfer protocols of audio-video of information should be provided (using technologies unicast, multicast, broadcast). Besides, according to conditions of RPF, the supplied equipment should support mobile operating systems iOS and Android, work in the modes "with activation on a voice" (Voice Activated), "with split screen" (Continuous Presence) and in "regime of the lecturer" (Lecture mode).

Receivers of the equipment appear the Pension Fund of the Russian Federation (Executive directorate of RPF) and 25 regional departments of RPF. One main and one auxiliary HSS is required for Management of RPF across North Caucasus federal district, 24 main and the same quantity auxiliary a HSS will go to departments of the Pension fund in regions. Also within delivery are necessary for the customer 50 automated workplaces of interaction of a HSS and 2 automated workplaces of administration of a HSS. The starting price of the contract was 200 million rubles. According to data of RPF, calculation was carried out proceeding from three requests of price information in December, 2015. On the first request the cost of the equipment was 202.26 million rubles, on the second – 215.28 million rubles, on the third – 182.46 million rubles. Thus the price value which made exactly 200 million rubles was revealed an arithmetic average.

The similar tender for creation of the VKS system in August-September, 2013 the Ministry of Internal Affairs of the Russian Federation held^[2]. Then the starting price of the order was 100 million rubles. At the same time, according to documentation, VKS had to ensure simultaneous operation to 1 million employees.

Complaints to an auction

On January 14, 2016 "Yunitsolyushns trading house" filed a complaint FULL FACE about wrongful acts of RPF within purchase execution^[3]. In the complaint it is noted that according to law No. 44-FZ the minimum term of placement of the notification on running an electronic auction with the starting price more than 3 million rubles is 15 days before end date of submission due date of requests. At the same time, according to Article 112 of the Labor Code of the Russian Federation, non-working holidays in January in Russia are on January 1, 2, 3, 4, 5, 6, 7 and 8.

Thus, said in the complaint, on preparation of the request for participation in an electronic auction of RPF and also on depositing funds as tender security and application the participant had 6 working days.

"It is traced that the customer intends were dates of placement of the notification and the termination of requests are selected to exclude an opportunity to participants timely it will be prepared for giving on an electronic auction", the complaint says.

For the purpose of restriction avoiding "Yunitsolyushns trading house" in the complaint asks to postpone end date of submission of requests to January 25, 2016 that will make 15 working days from start date of submission of requests.

The official answer to the complaint by the time of the publication of material (on January 25, 2016) is not known.

Purchase results

One application from Magellan company was submitted for an auction. It is recognized to conforming requirements of federal law No. 44-FZ and documentation on an electronic auction.

Is known of Magellan company not much. So, according to data of service " circuit.focus ", Magellan LLC was formed on September 24, 2003, with the authorized capital of 10 thousand rubles. The CEO is Alexey Baranovsky.

Revenue of the company for 2014 made 288.4 million rubles, net profit – 33 million rubles. By the beginning of 2016 the company wins 11 state tenders for 1.7 billion rubles. From them 7 tenders for 820.8 million rubles for the last 12 months.

9 tenders are purchases of RPF, on one belong to "Informatsionnm Centre of the Personified Accounting" (subordinated organization RPF) and the Federal Customs Service.
