January 22, 2016 it became known about the introduction of the system "1C: Payroll and personnel of the budgetary institution 8" in the Main Directorate of the Ministry of Emergency Situations in the Moscow Region.

Project objectives

Salaries for employees of the institution were calculated in 29 disparate information bases, in several autonomous programs. Each division used its own lists of positions, applied its own accrual rules. It took a lot of time to issue personnel orders and calculate salaries and monetary allowances, there was confusion when submitting reports to the regulatory authorities.

The leadership of the Main Directorate of the Ministry of Emergency Situations in the Moscow Region decided to create a unified information system for all divisions, which would unify job directories, speed up the calculation of wages and monetary allowances, and eliminate errors in reporting. It was necessary to ensure the protection of personal data of employees and develop information security documentation.

To solve problems, they chose the system "1C: Payroll and personnel of a budgetary institution 8." The implementation partner was CIT Chaika.

Project progress

Specialists of the company "CIT Chaika" carried out implementation.

The pilot project covered the head office and five subordinate divisions. The calculation of wages and monetary allowances is automated, taking into account various categories of employees - civilian, state, military personnel. Unified directories of positions, expense items, accrual and deduction rules.

Project Summary

By the end of 2015, the system implementation project was completed. As of January 22, 2016, about 30 specialists of the Main Directorate of the Ministry of Emergency Situations in the Moscow Region and five subordinate territorial divisions work in the system.

Payroll for 2,300 employees is calculated twice as fast. As a result of the pilot project, it was decided to replicate the system to 28 subordinate divisions of the Main Directorate.

Main results:

  • The directories of positions and items of expenses, as well as the rules of accruals and deductions in the main department and five subordinate divisions of the institution, have been unified. The calculation of wages and monetary allowances is automated, taking into account various categories of employees - civilian, state, military personnel. Salaries for 2,300 employees are calculated twice as fast.
  • Differentiation of access rights of employees to the system is configured, which ensures reliable protection of personal data of employees.
  • A hotline for technical and methodological support of users has been created - the specialists of the institution promptly receive the necessary assistance in working with the system. The number of errors associated with manual data entry has significantly decreased.
  • Automatic unloading of payroll and monetary allowances in 1C: Budget Institution Accounting 8 has been set up, which simplified the work of accounting employees and helped to eliminate errors in reporting.
  • Users work with the system in terminal mode: the program is installed on the main management server, and users connect to it remotely from their computers. In this case, the main computing load falls on the server. This allowed subordinate units to use low-power computers and avoid the cost of modernizing the material and technical base.

The new system has fully met our expectations. The implementation of the project made it possible to take timely measures to unconditionally implement all the decisions of the Russian Emergencies Ministry on social obligations established to the personnel.

In 2016, it is planned to connect all 28 subordinate territorial divisions to the system, increase the number of automated jobs to 100 and provide payroll and monetary allowances for all 5,500 employees of the institution.
