DIT of Moscow explained why the payment system of parkings cannot do without Oracle

A system for control automation by objects of parking space of Moscow and use of parking space by citizens and the organizations (AIS EPP) was created in 2012 and was repeatedly upgraded. A developer of the latest version of a system and its mobile application is SUE Moskovsky sotsialny registr» (MSR). Since May, 2015 the same organization acts as the contractor on support of a system.

2016

Purchase of Oracle for 300 million rubles

In February, 2016 the Moscow Department for Competition Policy for the benefit of DIT announced^[1] at the choice of software supplier for storage and data processing in the AIS EPP. The starting price of an auction was 310 million rubles.

The list of deliverable software includes DBMS Oracle Database Enterprise Edition, Oracle Real Application Clusters, Oracle Partitioning, Oracle Spatial and Graph. The customer needs about 64 licenses for each of these products. Also it is required to deliver 16 licenses softwares Oracle Active Data Guard.

Oracle Database Enterprise Edition is the most expensive point in the specification. The customer is ready to pay about 114.2 million rubles for licenses DBMS. In addition to the software of DIT buys certificates on technical support of all products for a period of 12 months. Its cost is about 63.6 million rubles.

The results of an auction were summed up at the end of February."Ay-Ti Business Group" became the only company which submitted the application for participation. In the protocol of consideration of the request the state customer is recommended to send the letter to the only participant with the offer on decrease to 5% of the maximum price of the contract.

In addition to the DIT protocol also published justification of impossibility of observance of prohibition on the admission of software coming from the foreign states. The document was signed on February 8 by the head of DIT Artem Yermolaev. In it it is said that will lock it is impossible to observe as software, data on which are included in the register of the Russian software and which corresponds to the same class software, as planned to purchase on characteristics does not conform to the requirements set by the customer.

At the time of signing of justification the register included only 3 products among which -Red Data Base DBMS. Other two products were "1C: School. Information science. The 11th class" and "1C: School. Russian. 5-6 class. Lexicology".

From 2012 to 2015 for the different works connected with the AIS EPP contracts more than 800 million rubles were signed.

Failures in work

December

On December 22 and 23, 2015 there were failures in system operation of payment of parkings in Moscow. Drivers could not pay the parking: mobile application of Parkings of Moscow service showed a zero balance. In addition to money on accounts, many citizens did not see either cars, or resident permissions in the application.

On December 23 in DIT told TAdviser that sharp increase in load of a system in time of day, uncharacteristic for normal peaks, became the failure reason the day before and did not exclude the version of the purposeful attack. On December 23 also the raised load of a system was observed, but the department expected to cope without serious interruption of work of service.

Later added to DIT that the hacker attack was definitely not, any attempts of cracking it is not recorded, at the same time the department does not exclude the version of the purposeful DDoS attack as well as an error in the latest version of mobile application of Parking of Moscow for iOS through which payment of parkings is made.

In comments in one of posts on failures in Facebook the head of DIT Artem Yermolaev wrote that money from accounts of drivers was not gone, and the balance is not displayed in the application since the block of mobile applications was switched-off from main system to eliminate fault. He also said that in the period of nonserviceability of a system the parking is not rated and penalties are not exposed.

On December 25 AMPP reported that it will show to the contractor on system maintenance of payment of parkings - SUE Moskovsky sotsialny registr» (MSR) - penalties for the amount about 4 million rubles for failure in a payment system of parkings. Such amount is not received by the city because of technical failures in work of services of payment of parkings which were observed on December 22 and 23.

In connection with failures of services of payment of the parking of GKU "AMPP" as the functional customer of a system will show penalties against the contractor who poor performed works on system maintenance. We instructed DIT of Moscow to strengthen control of operability of a system and to prevent similar cases further", - the Head of the Department of Transport and Road Infrastructure Development of Moscow Maxim Liksutov said.

The error in the latest version of the Parkings of Moscow application for iOS became the reason of nonserviceability of services of payment, according to DIT. AMPP told TAdviser that a system developer and mobile application is also MSR. At the end of 2014 the organization for the government contract with DIT upgraded a system, works included creation of mobile application of new generation.

At the same time, in iTunes and Google Play the developer of the Parkings of Moscow application specifies Electronic Moscow acting as the contractor on creation of a system in 2012. What it is connected with, in AMPP preferred not to specify.

April

In April on April 8 within nearly five hours use of the parking in Moscow was free because of failure. Payment of the parking did not pass through SMS messages and a personal account.

Upgrade and development of a system

In September, 2015 AMPP held two tenders for upgrade of a system. The starting price of the first of them^[2] was 46.6 million rubles. MSR which suggested to perform works for 43.9 million rubles became the winner of the tender. The second bidder –DataLine - suggested to perform works for 24.2 million rubles.

The starting price of the second^[3] on upgrade was 48.6 million rubles. Won it against MSR with the suggested price of 46.1 million rubles. Participating in tender of DataLine suggested to perform works for 23.8 million rubles. In October MSR held^[4] on execution of works on completion of functional units of the AIS EPP, having quoted for them the maximum price in 37 million rubles.Servionica which offered the services at the price similar to the starting price of biddings was the only participant of tender.

In September AMPP also held^[5]connected with the AIS EPP – on execution of works on expansion of information exchange of a system regarding improvement of the exchange protocol of parking devices. The starting price of biddings was 36.7 million rubles. Won against DataLine them, suggested to perform works for 34.4 million rubles. The second participant of tender – Aytinvest - offered the services for 19 million rubles.

In October MSR held^[6] on execution of works on development of information exchange of the AIS EPP with the maximum price of 27.7 million rubles. Servionica which suggested to perform works for the maximum price became the only participant of tender.

In September^[7] on execution of works on creation of the AIS of reconciliation of the payments registered using the AIS EPP and means which arrived into the account of Federal Treasury Department for Moscow also took place. SUE MSR which offered the contract price in 30.4 million rubles became the winner. The second participant of tender – the DataLine company - suggested to perform works on the price twice below. Later, in October, MSR carried out purchase^[8] at the only supplier for accomplishment of the same works – Servionicas which suggested to perform work for 15.9 million rubles.

In May, 2015 MSR won^[9] for rendering services in service of the AIS EPP. The starting price of biddings was 26.8 million rubles MSR suggested to execute them for 26.5 million rubles, and her rival on tender – Aysberg Group - for 20.1 million rubles.

In October MSR carried out purchase^[10] at the only supplier – "NAU of Innoveyshens of RUS" who initially developed a system - on rendering services in service and analytical service of the AIS EPP. The price of the supplier was equal to the maximum stated – 17.2 million rubles.

In 2015 "NAU of Innoveyshens of RUS" also became the contractor at MSR on accomplishment of such works as creation of a subsystem of the uniform centralized billing^[11] for 43.1 million rubles (August, 2015) and works on upgrade of the AIS EPP for 25.2 million rubles (July, 2015).

In May AMPP also held a competition on rendering services in operation and support of the AIS EPP within improvement of the payment mechanism by centralized operation by rates in a system which starting price was 45.8 million rubles. MSR which offered the contract price in 45.4 million rubles became the winner and here. The second participant - Aysberg Group - was ready to perform works for 34.4 million rubles.

2014

Development of mobile application of new generation

In September, 2014 DIT of Moscow held a competition on rendering services in upgrade^[12] with the starting price of 94.5 million rubles. Won its MSR which suggested to perform works for 88.8 million rubles.

Among works on upgrade - development of mobile application and the user AIS EPP portal of the second generation. In terms of reference it is specified that through mobile application should be available: information in real time on the statuses and parameters of all parkings of the city; process control of the parking; carrying out payment of penalties of traffic police, penalties for failure to pay or violation of a payment procedure for the paid parking; payment of services with history logging of transactions; the notification of users about news and events. One of points specifies creation of an application interface, convenient for use.

2012

Creation of a system

Initial as the contractor on creation of the parking system including and mobile application, the Electronic Moscow company acted, and the customer – SUE Directorate of Garage Construction. Such information contains in the message of GKU "Administration of the Moscow Parking Space" (AMPS) published in August, 2015.

The relevant agreement was signed based on the competitive procedure in September, 2012, claim in AMPP. He assumed step-by-step creation, transfer of the exclusive rights and commissioning "the AIS for control automation by objects of parking space of the city of Moscow". To perform work Electronic Moscow attracted subcontractor: the Nau Innoveyshns Rus company - Russian "subsidiary" of the Estonian developer of solutions for management of parking space of NOW became him! Innovations.

Information on the development contract signed by it, creation and implementation of the AIS for control automation by objects of parking space of the city of Moscow and also rendering services in automation of use of parking space by citizens and the organizations appears in the annual report of Electronic Moscow for 2012. The specified contract amount is about 247.7 million rubles.

The pilot project of the paid parking was started in the capital since November 1, 2012. Then it for the first time appeared on Petrovka St. and Karetny Ryad, and also on adjacent lanes.
