Activists strove for cancellation of the billion tender for "The safe city"

On March 9, 2016 the Head department of regional security of the Omsk region cancelled an open competition on accomplishment of developmental work and creation of a prototype of the systems of a hardware-software complex of technical means "Safe City"[1]. The instruction of the Omsk OFAS of Russia of February 25, 2016 became the reason of canceling.

A complaint to antimonopoly service was filed by activists of the project of the All-Russia People's Front "For fair purchases". Experts of ONF studied conditions of technical documentation[2] and noted that means of the regional budget which are provided within the regional program approved in October, 2013 had to become a financing source. Under the terms of the contract execution of works and financing had to be performed within five years. At the same time in 2016 the customer should not have paid anything, and in the years ahead funds would be allocated on the approved diagram: in 2017 – 121.3 million rubles, in 2018 – 202.3 million rubles, in 2019 – 367.18 million rubles, in 2020 the customer had to pay the amount of 298.9 million rubles. Experts of ONF counted that the total cost of "prototype" would be more than 1.6% of total amount of the annual budget of the Omsk region, in other words, its development would cost 1 thousand rubles each resident.

The subject of purchase, according to activists of the project of ONF "For fair purchases", was formulated is very indistinct for this reason potential participants of an auction repeatedly asked customer representatives to explain documentation provisions in details. And after the analysis of explanations on the arrived requests social activists came to a conclusion that the customer himself also has no clear idea of the end result of work.

Therefore experts of ONF assumed, as justification of the starting maximum price of the contract was developed not quite objectively for the reason that its basis was formed by three commercial offers on the cost of works at which selection the method of comparable market prices was used. At the same time in the justification of the price information on was not specified what eventually there is such impressive amount of that, according to activists of the People's Front, could confirm formalistic approach of the customer to accomplishment of the duties.

We were confused also by the fact that the customer, responding to the requests of participants, in fact, it is free or it is not free, expands conditions of technical specifications to which also municipal districts of the Omsk region are unexpectedly added. To exclude all arisen questions, it is necessary to hold constructive dialogue between state agencies, representatives of the public and expert community for this reason the format of public discussions on the platform of ONF is simply necessary, – the expert of the project of ONF "For fair purchases" in the Omsk region Anna Nikitina noted

The antimonopoly service recognized the complaint of social movement reasonable[3] regarding failure to establish a payment procedure of works on the contract, the biased description of a subject to purchase (regarding the set requirements to the premises of call center) and non-stationings in full in the unified information system of the project documentation.

As a result it was offered to Head department of regional security of the Omsk region to cancel an open competition till March 14, 2016.

Let's remind that using Bezopasny gorod agrarian and industrial Complex the Omsk region expected to automate activities for forecasting, monitoring, warning and liquidation of possible threats of public law and order and public security.

Main goal of the created complex was increasing the level of security of residents of the Omsk region due to application of information technologies.

According to documentation to the tender, during creation of HSC it had to be used software and the hardware in interaction with Systems-112 components placed in the territory of the city of Omsk: TsOV (Call center), the including DPC, reserve TsOV.

To "The safe city" components of warning systems of the population, a video surveillance system and complexes of photo and video fixing of offenses of traffic regulations had to be connected. In total not less than 120 complexes of video fixing and not less than 100 complexes of video surveillance had to be set.

From the specified complexes the state customer needed to provide the switching and server hardware and also software for acceptance and information processing. The software of Bezopasny gorod agrarian and industrial Complex had to represent set of the general and special software. It had to have the open, component (modular) architecture providing a possibility of evolutionary development, in particular, taking into account inclusion in structure of means of informatization of new objects. Used in SUBD agrarian and industrial Complex had to be industrial production with necessary licenses. Special by software of subsystems of "The safe city" it had to be implemented mainly based on domestic program developments.

Bezopasny gorod agrarian and industrial Complex had to include 8 functional subsystems:

  • subsystem of decision support;
  • subsystem of acceptance and processing of addresses;
  • subsystem of complex monitoring;
  • integration GIS;
  • Internet portal;
  • subsystem of ensuring coordination and interaction;
  • subsystem of complex informing and notification;
  • data integration subsystem (integration platform).

Besides, the providing subsystems also had to be a part of a complex:

  • subsystem of computer systems;
  • transport subsystem;
  • storage device subsystem;
  • virtualization subsystem;
  • subsystem of backup and data recovery;
  • administration subsystem;
  • subsystem of information security support.

All project works were divided into 10 stages and had to be executed until the end of 2020. At the same time, preliminary tests of a new complex needed to be begun in 2018, and commissioning - no later than December 31, 2019.

The starting price of the contract was 989.7 million rubles.

Similar tenders were complete in the Vologda and Arkhangelsk regions. The winner in both cases announced Rostelecom, Technoserv was the second participant. In the Vologda region the won operator suggested to perform works for 809.7 million rubles, in Arkhangelsk – for 586.6 million rubles.
