Rostelecom will implement Bezopasny gorod agrarian and industrial Complex in pilot zones of the Arkhangelsk region

On January 29 the Contract agency of the Arkhangelsk region announced holding an open competition on the right of execution of works on upgrade (development) and implementation of a hardware-software complex "Safe city" in pilot zones of the Arkhangelsk region: city of Arkhangelsk, city of Severodvinsk, city of Kotlas, Primorsk municipal district.^[1] by the Customer is state governmental agency of the Arkhangelsk region "Center of providing actions of civil protection".

Bezopasny gorod agrarian and industrial Complex created in the region is intended for the solution of complex tasks regarding ensuring public security, law and order and security of the habitat, including operational management and coordination of actions of on duty and dispatching offices, operational and persons on duty, rescue services and services of an emergency call, commercial and utility companies, informing and decision support by local government authorities.

The complex should function in the continuous round-the-clock duty and to be in permanent readiness for ensuring the emergency response to calls from the population and the message about incidents.

Basic functions of "Safe city":

• acceptance, processing and readdressing of calls on the uniform phone number;
• ensuring display of a geographical location of a source of a call on the electronic card;
• ensuring registration and documentation of all entering and outgoing calls;
• collecting and analytical video signal processing from surveillance cameras and photo video fixing;
• collecting and processing of statistical data;
• coordination, management and support of interdepartmental interaction at response to the arrived calls in the situations requiring participation of several emergency operational services with display of an operational situation on the electronic card;
• information interface to monitoring systems of the crucial objects equipped with sensors of control of parameters of functioning;
• informing population, etc.

According to the tender documentation a deadline of execution of works – 10 months from the date of the conclusion of the public contract. At the same time, the term of transfer to the customer of the hardware-software complex put into operation - no later than December 20, 2016.

The starting price of the contract was 586,617,000.00 rubles.

Tender results

According to the protocol of consideration of requests of February 4, 2016, the winner of competition recognizes the Rostelecom company which suggested to satisfy terms of the contract for 586,608,000.00 rubles. The request of Rostelecom gathered 100 balls whereas the request of the second participant – Technoserv company - 35.25 points.
