The information system Smart Center developed by the resident of Academpark the East company AT Consulting is implemented in 2015 in the Tomsk region. Now the multifunction centers of the region conform to all standards of the electronic government.
IT solution automates work of MFC and does rendering state services more operational and comfortable for citizens. Smart Center is integrated with all state InformSystems of the electronic government that opens a number of new opportunities.
In particular, integration into the Uniform Portal of Public Services (UPPS) allows citizens to trace the course of consideration of the applications submitted to MFC by means of a personal account on the website gosuslugi.ru. In the same place all history of requests of the citizen for the public and municipal services remains. It gives the chance if necessary quickly to recover the parts taking place in the past.
One more valuable function is provided thanks to integration of Smart Center with the system of interdepartmental electronic interaction (SIEI). She allows the staff of MFC in electronic form to send the documents accepted from applicants to departments. Not only timelines for delivery of services, but also budgeted expenses as need for expensive express transfer disappears are as a result reduced.
Saving of time is promoted also by the single database of applicants. In it data of each citizen who addressed to MFC remain. At the subsequent addresses they are automatically substituted in newly created statements. Thus, the MFC operator does not spend time for repeated information input.
"Electronic forms of statements are filled now by a system. The applicant needs only to check correctness of data and to append the signature. Moreover, thanks to the centralized database such opportunity will be provided to the citizen in any MFC Tomskoy branch of the region where he addressed", – Igor Kultayev, the director of OGKU "THAT MFC" comments.
A system allows to estimate service quality of MFC quickly. With the consent of the applicant to it goes to make the Sms with a request assessment. Data retrieveds are transferred to a single system of monitoring of quality of state services (IAS of MKGU). It gives the chance to quickly reveal and adjust shortcomings of work of MFC.
