Rostelecom develops "System-112" in the Voronezh region

The Voronezh branch of Rostelecom within two public contracts performed works on development of a system of providing a call of the emergency operational services on uniform number "112" in 2016.

Specialists of the company unrolled subsystems which allow to keep operational accounting of the movement of technical means between all objects of "System-112" of the Voronezh region, to automate inventory program and hardware and also to carry out network monitoring of servers and jobs and to manage changes of platforms of infrastructure of "System-112". The equipment of a system is installed in telecommunication cabinets which are equipped with a security alarm and the centralized remote control of access.

"System-112" allows to automate and accelerate process of rapid response of emergency services at emergencies, – the director of the Voronezh branch PJSC Rostelecom Natalya Titova says. – Calls on uniform number "112" are available from subscribers of all operators of the fixed and mobile communication, including from payphones universal communication services. "System-112" considerably increases efficiency of interaction of emergency services at emergencies and the security level in the Voronezh region. If earlier at incident it was necessary to call separately, for example, an ambulance and the police, then now it is enough to call number "112", and the manager will independently notify all necessary services".

Within government contracts on development of "System-112" Rostelecom connected a data processing center of Department of health care of the Voronezh region to a system, created three additional services on duty and dispatching (SDD) and upgraded DDS in service of emergency medical service of Novousmansky district hospital. At the moment infrastructure of a system consists of Call center, 34 uniform DDS and 108 DDS.

For process automation of technical support at operation of "System-112" of the Voronezh region Rostelecom used the SKIT software product developed by Globus-Telecom subsidiary company.

"MONASTERY" provides high quality of incident management and processing of requests of users. The software product allows to appoint in the automatic mode contractors from technical support service for elimination of problems, to reduce time of response to requests of users, to create analytical reports, to send automatic notifications to users about change of the status or the expiration of terms of requests.

In Voronezh "System-112" is put into trial operation

In Voronezh in February, 2016 there took place the meeting at which discussed work of the "System-112" (the systems of providing a call of the emergency operational services by uniform number "112") put into trial operation on February 8, 2016. At a meeting there was a Head of Department of communication and mass communications of the Voronezh region Artem Verkhovtsev, representatives and heads of telecommunication companies of the region.

In January, 2016 passed the State tests with participation of representatives of Emercom of Russia, Ministry of Telecom and Mass Communications of the Russian Federation, executive authorities of the Voronezh region and federal executive authorities during which check on compliance of a system to requirements of the technical project and regulating documents was performed; existence of necessary operational documentation and assessment of effectiveness of actions of personnel.

On average, operators of "System-112" in Voronezh in day receive about 4000 calls, however the number of false addresses is big. Numbers "101", "102", "103" and "104" for a call of the emergency operational services are used in parallel.

"System-112" is intended for automation and acceleration of process of rapid response of emergency services at emergencies, – the director of the Voronezh branch of Rostelecom Natalya Titova says. – Already now, at a stage of trial operation, calls on uniform number of a call of the emergency operational services "112" are available from subscribers of all operators of the fixed and mobile communication, including from payphones universal communication services".

A system automatically traces the subscriber number, making a call. In case of premature separation, dialing to the subscriber is performed.

"System-112" – federal service of processing of emergency calls which is capable to increase considerably efficiency of interaction of emergency services at emergencies and the security level in the region is developed by Rostelecom and completely implemented by the company already in 3 regions of the CFD – the Kursk, Tula and Kaluga regions. In line – full completion of works in the Voronezh region.
