2017: System implementation of preparation of the reporting in the XBRL format

The Homnet group in January, 2018 announced project completion on system implementation of preparation of the reporting in the XBRL format (eXtensible Business Reporting Language — "expanded language of the business reporting") in the LUKOIL-Garant non-state pension fund entering into pilot group of the Central Bank of Russia on transition to the updated reporting format.

Prerequisites

The Central Bank of Russia implements a number of programs for creation of an electronic format of the reporting based on the unified plan of accounts (UPA) of the accounting for the non-credit financial institutions (NCFI) based on IFRS taking into account supervising and statistical requirements. According to plans of these NFO programs since 2018 should hand over the regulated reporting (accounting, supervising and statistical) in the uniform XBRL format.

Solution

"Homnet: XBRL" contains:

• the full-fledged XBRL processor developed on the 1C: Enterprise platform which can work with any taksonomiya of XBRL 2.1;
• the aggregated data warehouse under control of DBMS optimized under structure of XBRL that ensures its functioning with large volumes of data;
• a set of the fulfilled tools for ensuring integration with any accounting systems at various platforms and for business process management of preparation of the reporting;
• the module "designer of formulas" providing unloading of the available data from any accounting systems on the 1C: Enterprise platform in a system "to Homnet: XBRL";
• ready sets of methodological cases on collecting of indicators of XBRL.

Project Progress

The system of preparation of the reporting in the XBRL format under the solution of NPF LUKOIL-Garant was under construction on the basis of the Homnet XBRL software product developed by Homnet group. Thereby readiness of fund for fulfillment of requirements of the regulator for submission of reports in the updated format is provided, and the solution is approved in actual practice regarding functionality, scalability and performance.

Project Results

The first accounting (financial) records in the XBRL format using the solution "Homnet: XBRL" in NPF LUKOIL-Garant was prepared, according to the plan for pilot participants of group of the Central Bank of the Russian Federation on XBRL, in May, 2017.

In August, 2017 NPF LUKOIL-Garant within participation in pilot group of the Bank of Russia, handed over complete accounting and supervising reportings in the XBRL format. Amount of data on some reporting indicators was about 7 million values which were unloaded in a test Personal account of the Bank of Russia.

Our fund was included into pilot group of the regulator at the end of 2016. We are happy that we practically in a year could implement submission of reports in the XBRL format taking into account that in our country for the present there are not enough specialists and the companies which can implement a system necessary for this purpose, just owing to absence in the Russian market of such format before. Implementation of this project will allow to increase quality and reliability of the provided financial reporting data according to international standards — the CEO of NPF LUKOIL-Garant Denis Rudomanenko said.

Thanks to this Homnet project had an opportunity of approbation of instruments of solution integration "Homnet: XBRL" not only together with other drawing solution of own development "Homnet: NFO", the used NPF LUKOIL-Garant for accounting on EPS on OSBU, but also together with other IT systems of third-party vendors which aond uses for automation of the activity.

The got experience helped to optimize a tools line for integration of any IT systems under specifics of the XBRL format. For example, were fulfilled data exchange through web service, file sharing of Excel, direct loading from tables of databases. Also the canonical interchange format accelerating transition to the XBRL format due to its availability to any IT specialist was developed.

On a response of the customer, the executed project allowed NPF LUKOIL-Garant to use the software solution "Homnet: XBRL" as a direct system for preparation of the reporting in the XBRL format taking into account:

• permanent change by the Central Bank taksonomy XBRL for NFO;
• possible changes of structure of the reporting and terms of its delivery;
• possible changes of business processes and/or IT landscape;
• possible future reference of the XBRL format not only for submission of reports to the regulator, but also for creation of corporate standards for preparation of the different reporting both in fund, and at exchange with other participants of business community, investors, tax authorities, etc.

Taking into account transition of the regulator from "formacentrichny" to "datacentrichny" approach, the solution "Homnet: XBRL" is a solution as for submission of reports "now and run", and for building of a full-fledged system which will meet the requirements of the XBRL format in the future specified in Homnet.

2016: Automation of execution of provisions of the Central Bank based on "Homnet: OSK"

On February 18, 2016 the Homnet Consulting company announced the project of transition of JSC NPF LUKOIL-Garant to the chart of accounts according to the provisions of the Central Bank of the Russian Federation which are becoming effective in 2016.

Project Task

NPF LUKOIL-Garant along with other NFO was faced the need of preparation of the reporting according to requirements of the bank regulator. The first reporting under industry standards of financial accounting should be provided in the Bank of Russia in the fall of 2016.

For automation project implementation specialists Homnet Consulting suggested to use own development — the module "Homnet: OSK".

Project Results

The project is executed on the platform "by Homnet: OSK" and the methodological case "Financial (Accounting) Statements for Non-credit Financial Institution", developed Homnet Consulting.

Within transition to new standards of accounting we picked up the software which will help to automate execution of provisions of the Bank of Russia since 2016. As the partner for implementation Homnet Consulting which proposed to us the optimal software solution, including on price relation and qualities was selected. Existence of the selected methodological case as the independent tool will allow us to solve assigned tasks most effectively.
