The development department of the village of the Tomsk region implemented software "Sustainable development of rural territories"

On February 19, 2016 the Centrprogrammsistem company announced end in 2015 of the project for Department on social and economic development of the village of the Tomsk region in development of a subsystem "Sustainable development of rural territories".

Project Results

The subsystem "Sustainable development of rural territories" was a part of the information system "Geoanalytical Center of Monitoring of the Agricultural Land of the Tomsk Region" and complemented the block of production information with data on security of the population of rural areas with objects of social and engineering infrastructure.

The subsystem "Sustainable development of rural territories" contains all objects which are planned to construction according to the State program of the Tomsk region "Sustainable development of rural territories of the Tomsk region till 2020". It provides carrying out monitoring on the actual accomplishment of the State program. The specialists of district administrations who are responsible for program execution on places have access to the central database which is placed in Department and, using the documents created in a system on accounting of the executed actions, bring information on each object:

• actual term of commissioning of the object,
• the total actual cost of an object, including with breakdown by types of the budget,
• compliance of the planned target indicators on each object actual.

It provides operational obtaining information upon construction of each object and automatic creation of final calculation for each area and on area, in general.

For carrying out instant assessment what objects are entered in time and on what there is a lag from the plan, thematic cards of social objects where in flowers of the traffic light problem objects on which it is necessary to make decisions are displayed are used. Each object is followed by information card in which target indicators, the amounts of financing, terms of commissioning are specified.

A system provides sharing of information on large investment projects, implemented in specific localities, and to existence of social objects in the same localities. This information helps to understand whether it is enough social objects in territories where intensive development of the agricultural industry is planned, or it is required to plan additional social objects.

For formation of the broad picture on providing rural areas with social objects information as well on objects of social development of the village, put into operation in previous years is entered in the database of a system. Thus, on the map of the Tomsk region on each locality all social, infrastructure facilities with accompanying information by year of commissioning and target indicators are visible. Use of data on the number of the living population, the analysis on use by the population of the available social objects in comparison with a normative load, the analysis of dynamics of development of agricultural production – all this will provide carrying out the balanced policy on sustainable development of rural territories taking into account perspective development of the agrarian industry in each rural settlement.
