CompuTel will create IT infrastructure of the register of small and medium business for FTS

In March, 2016 the Federal Tax Service (FTS) defined the contractor for creation of IT infrastructure of the unified register of small and medium-sized businesses^[1].

For the contract with the starting price of 456.5 million rubles CompuTel of systems management", Compulink and IBS applied ". One more unnamed participant withdrew the request before holding the auction. Based on biddings by the winner it was recognized by CompuTel with the bid price of 451.975 million rubles. Exactly asked the same amount for the services and Compulink, but its request came for consideration to the tender commission later. IBS did not want to fall in the offer lower than 454.257 million rubles.

The winner should complete all works till May 31, 2016. Guaranty period for the supplied equipment and software will make 12 months.

Scope of work

As it appears from the documents posted on the website of state procurements the contractor will need to develop the work documentation of the project and also the program and a technique of acceptance tests for creation of IT infrastructure of the register. Besides, both balancing and commissioning of the equipment and instructing of specialists of the customer belong to his duties mounting.

The list of the supplied equipment includes two types of servers (totally — three pieces) and two storage system (SS).

In the server of the first type (it will be placed in the protected security segment) the opportunity for work with 64-bit applications at the hardware level should be implemented, not less than 80 computing cores with a frequency not less than 4 GHz are set, not less than 2 TB of RAM of the standard are not lower than DDR3 ECC and the industrial Unix operating system is preset.

Requirements to two servers of the second type are slightly lower. They also should have an opportunity for work with 64-bit applications at the hardware level, but in them it is necessary to set only 40 computing cores with a frequency not less than 4 GHz and 1 TB RAM of the standard is not lower than DDR3 ECC. Both DWH should include not less than two active controllers and have not less than 64 GB of cache-memory of the first level on each of them.

Specific producers of the North, DWH and software for management of DWH were not stated in the tender. However the IBM Power 9119-MME server which is already available in FTS will also be involved in the project.

Why the register of small and medium business is necessary

Formation of the register was legalized by the State Duma at the end of December, 2015 for the purpose of regulation of business activity. Since July 1, 2016 in the register on the website of FTS information on names of the small and medium organizations, their location, the residence of individual entrepreneurs, types of activity, the made products, licenses, a TIN and so forth will become available.

The main objective of a system declares informing users on compliance of legal persons and SP to the status of small and medium business that can matter in the context of different state and municipal programs on support of an entrepreneurship and also when carrying out state procurements.

In addition a system should help the state with control and supervising activity, assessment of volumes of tax revenues from the small and medium enterprises, information and analytical maintenance of state policy in this sphere.
