In St. Petersburg the system of identification of patients of medical institutions is developed. "N3. The index of patients" analyzes the data of patients arriving from the medical organizations and establishes connection between records. Correct identification of the patient is as a result provided and the integrated electronic medical record in which information on all requests of the patient for medical care in different city institutions is stored forms. A system is adapted to processes of the Russian health care and is capable to replace foreign analogs.

The project is implemented by request of Healthcare Committee of the Administration of Saint Petersburg. The Netrika company specializing in development of IT solutions for state bodies acted as the system developer.

In St. Petersburg, as well as in the majority of regions of Russia, in medical institutions a large number of various information systems is used. Data of the patient in the different systems differ in structure, amount, quality and contents. At consolidation of the data arriving from medical institutions on region level it is necessary to be able to define what patient the arrived record concerns. There is a difficult problem of global identification of patients without which solution formation of the integrated electronic medical record is simply impossible. The solution of a task is complicated both by restrictions of software tools, and a human factor: errors often arise at data entry by the operator.

The classical scheme of identification of the patient assumes existence of a reliable source of information on the patient available to all participants of information exchange. In the Russian realities happens extremely difficult to define such source and the more so to get access to it.

"N3. The index of patients", developed by Netrika company, allows to define with a high accuracy belonging of different records to one patient even for lack of uniform public data source.

In this system process of the movement and data processing is carefully designed. About the patient who addressed to medical clinic, record in the local medical information system (MIS) appears. Then these data come to service "N3. Health care". The service estimates data on several criteria using specialized algorithms. Works of service are result conditional "points of similarity" on the basis of which records about medical care of the patient communicate or separated. Service is able to distinguish namesakes, reveals typos and errors which could be allowed at data entry prevents loss of information in case of a human error, stores the change history. In disputable cases when information is not enough, the decision will be made by the operator of a system for what the user interface is provided.

The difference of approach of Netrika is that knowledge of patients is registered only in that volume which is necessary and sufficient for rendering service. There is no need to change structure and contents of data in local information systems. It significantly reduces total cost of ownership a system for the region.

During creation of the regional index of patients semantics of the FHIR standard - the international standard for health care, the most modern version of the industry standard of HL7 was used.

Into operation service is going to be brought in 2016.
