In Russia the biggest works "in the world" the system of a video conferencing

Details about one of the world's largest networks of the video conferencing constructed for needs of the Ministry of Internal Affairs of the Russian Federation^[1] became known to CNews ^[2].

The decision on creation of a new system of a video conferencing (VIDEOCONFERENCING) of the Ministry of Internal Affairs arose in 2012 at emergence governmental "The actions plan on creation in 2012 - 2014 of a single system of information and analytical ensuring activity of the Ministry of Internal Affairs of the Russian Federation".

Before creation of a single system of the VIDEOCONFERENCING of the Ministry of Internal Affairs exploited several different solutions VIDEOCONFERENCING at the same time. According to this government plan, the Ministry of Internal Affairs had to receive a single system of information exchange for all divisions of the Ministry of Internal Affairs "with a possibility of an input from the automated jobs".

The tender for creation of a single system of VKS for the Ministry of Internal Affairs was announced in August, 2013 under the cipher "SVKS-m". It was carried out by the subordinated organization Ministry of Internal Affairs "NPO Spetsialnaya tekhnika i svyaz, quoted the starting price of 100 million rubles.

Tender attracted two participants: the developer of the systems of a video conferencing TrueConf TrueConf company and the enterprise integrator of Federal Guard Service SVEKO which became the winner of the tender with the suggested price of 97.2 million rubles against 99.5 million rubles at TrueConf.

Having won an open competition, SVECO FSO held own closed tender in which the victory and the right of delivery of solutions VIDEOCONFERENCING for the Ministry of Internal Affairs were acquired by TrueConf. Both the subcontractor of TrueConf, and the chief contractor of SVEKO do not report about it any details the closed tender.

The development director and to TrueConf sales Dmitry Odintsov explained CNews that in fact a system services 300 thousand subscribers now - i.e. all police officers who have jobs. Nevertheless, the SVKS-m is capable to be provided with a video conferencing of 1.003 million people - the extreme number of the Ministry of Internal Affairs determined by the legislation.

Accounts for work in internal network of department are already available for each of police officers, but for connection to the VKS system they lack the equipment.

According to Odintsovo, in the world in state departments there are other large non-public implementations on the basis of Microsoft Lync and other solutions for VKS, but about systems more, than on 100 thousand users he does not know.

Studying of open sources and the appeal of CNews to developer vendors of VKS really did not reveal more VIDEOCONFERENCING large-scale systems (apart from public services, for example, of Skype).

Device of a single system of VKS

As told CNews in TrueConf, the need for implementation of a single system of the VIDEOCONFERENCING of the Ministry of Internal Affairs was caused by the fact that, as a result of independent implementations of VKS by regional governments, department began to locate a broad spectrum of software and hardware solutions ("zoo") with a limited capacity, the complicated scaling options and without connection to federal network.

Respectively, replacement of diverse solutions by a single centralized system of communications was one of main goals of creation of SVKS-m.

Besides, the VIDEOCONFERENCING new system had to be posted online by the Ministry of Internal Affairs and had requirements to security and fault tolerance, work in the conditions of low capacity of communication channels, and to integration with other departmental systems.

As a result of implementation of SVKS-m infrastructure with deployment of servers in central office of the Ministry of Internal Affairs of the Russian Federation and in each Russian region, including Sevastopol and the Crimea was constructed.

As representatives of TrueConf told, during creation of SVKS-m it was required to provide compatibility with the different equipment supporting the H.323/SIP protocols and to keep record of video conferences therefore in architecture "some redundancy" was put. In a system 16-core 1U-servers on HP servers running Windows expected 12 thousand subscribers everyone are used. A server part of a solution VIDEOCONFERENCING of TrueConf Server works on such servers.

During creation of SVKS-m of TrueConf it was required to enter to the solutions of completion. Integration with the Single system of authorization of the Ministry of Internal Affairs (SUDIS), with the system of journalizing and with storage system of user data was performed. Besides, the design of the application was updated.

Only Windows

It is interesting what the only environment under control of which TrueConf Server is capable to work is now OS Windows. It is used in SKVS-m servers. Representatives of TrueConf Server assured CNews that "in reasonable time and with the corresponding financing within import substitution we are ready to develop the server software under Linux and to finish ours Linux- the client under needs of the customer".

The client equipment, according to the contract, should work at workplaces of police officers running Windows OS in versions of XP, 7 and 8 (however, representatives of TrueConf say that for their software the type of the used periphery is unimportant).

How many it costed

How many earned TrueConf from delivery of the solution for SVKS-m, it is unknown.

However, it is known that at deployment of the VIDEOCONFERENCING new network contract amount included purchases of regional servers, a primary server of TrueConf for central office of the Ministry of Internal Affairs, storage systems and peripheral equipment (about 2.5 thousand sets for the management and for system testing in regions).

Besides, the Ministry of Internal Affairs held a separate tender for the procurement of the lacking about 20 thousand copies of peripheral equipment.

The isolated system

Industrial use of SVKS-m began in December, 2014 after acceptance of a system by the customer.

The turned-out system of SVKS-m as tell CNews in TrueConf, is closed. According to internal standards of the Ministry of Internal Affairs, workstations of department should be connected to the internal IMTS (the integrated multiservice telecommunication system) network representing large interdepartmental VPN. Be connected at the same time to IMTS and the Internet of the PC cannot.

Owing to isolation of IMTS, quantitative data about use working in her environment with SVKS-m, does not exist.

According to representatives of TrueConf it is known that after start of a system in it more than 13 thousand calls lasting half a million minutes to week were made, and each two months this indicator doubled.
