Asteros will deliver licenses and services of Oracle for $26.5 million

At the end of August, 2017 VTB 24 Bank decided on the supplier of licenses and technical support services of software of Oracle. The initial maximum amount of the contract on the corresponding tender made $27.2 million — over 1.57 billion rubles at the rate of the Central Bank for September 5, 2017^[1].

The best price was offered by Asteros company — $26.5 million (1.53 billion rubles). Offers, less interesting to the state customer, provided Open Technologies 98 companies ($26.8 million), Jet Infosystems ($26.89 million) and Technoserv ($26.93 million).

In Asterosa in a conversation with CNews expressed satisfaction from a victory in the tender. The company, on her assurance, is connected with vendor by the 14-year history of business cooperation. The transaction of the class PULA (PerpetualUserLicenseAgreement) in integrator is considered aerobatics of similar interaction. "To perform the contracts PULA for delivery of licenses of Oracle the partner should correspond to a number of requirements of vendor for accomplishment of all obligations for delivery and technical support of software of Oracle before the client" — note in the company.

The nomenclature of delivery of the ended tender included processor licenses in editions Enterprise Edition on DBMS Oracle database, tool kit for automatic diagnostics and monitoring of database performance of Diagnostic Pack, on the option Partitioning, Advanced Compression and Real Application Clusters for Oracle Database DBMS, on tool kit for setup and optimization of the applications working with the Tuning Pack database.

Also from the supplier of VTB 24 waited for processor licenses for the products Golden Gate, WebLogic Suite, Unified Business Process Management Suite, Active Data Guard, SOA Suite for Oracle Middleware of Ying BI Publisher.

Technoserv will deliver licenses and services of Oracle for $6 million

On June 22, 2017 VTB 24 summed up the results of purchase of licenses and services of Oracle. According to the results of consideration of requests of participants by the winner the Technoserv company was recognized. The agreement price - $6.016 million.

Purchase of services and products of Oracle for $27.2 million did not take place

VTB 24 did not want to sign the contract with the only applicant for delivery of software of Oracle for $27.2 million (1.6 billion rubles). The source in the market assumed that desire of bank reformat a procurement procedure can be connected with recent change of his IT head, CNews reports.^[2]

The tender was announced on May 22. The starting price of the agreement was $27.2 million.^[3]

As it appeared, purchase of bank did not cause a stir at suppliers. On the tender only one request from Asteros company arrived, at the same time its cost equaled to the starting price of the agreement. With respect thereto, the quotation request was recognized cancelled. According to a source of CNews familiar with project details, the customer made the decision not to sign the agreement with the only participant.

The customer needed unlimited processor licenses on DBMS Oracle Database in edition Enterprise Edition, on tool kits for diagnostics and monitoring of database performance of Diagnostic Pack and for setup and optimization of the Tuning Pack applications.

Besides, the bank was going to obtain unlimited licenses on the options Partitioning, Advanced Compression and Real Application Clusters and also the solutions Golden Gate, WebLogic Suite, Unified Business Process Management Suite, BI Publisher, etc.

Licensing had to be performed on validity period of the rights of software maker, but no more than 100 years.

Technical support of the software according to the Operational Support — 24x7 program had to include services of Hot line (consultation on phone, the fax or e-mail), maintenance of the supported software, preventive visits of specialists of the service center and visits for performing diagnostics and rescue and recovery operations, providing new versions of the serviced software and patches. The maintenance period - 3 years.

New purchase could become one of the largest acquisitions of programs and services of Oracle among state customers. For the last 3 years larger buying solutions of this American vendor was recorded only at Rostelecom in 2016.

VTB 24 carried out large purchases of products and services of Oracle in 2014. One of tenders won Asteros, contract amount was $22.3 million (about 850 million rubles on weighted average rate of dollar in 2014). The second tender almost "took" Technoserv for $10 million (about 380 million rubles). Both tenders entered in Top-50 of the largest state procurements of licenses and technical support services of Oracle for 2014, having taken respectively the first and fourth places.

2014: Purchase of services and products of Oracle for $22.3 million

On May 29, 2014 VTB 24 bank summed up the results of an open quotation request on providing licenses softwares of Oracle and rendering technical support services^[4].

Within purchase unlimited processor licenses on DBMS Oracle Database in editions Enterprise Edition, tool kit for automatic diagnostics and monitoring of database performance of Diagnostic Pack, the option Partitioning, tool kit for setup and optimization of the applications working with the Tuning Pack database, the option Real Application Clusters, etc. were required for financial institution. Besides the bank needed 212 licenses for a server cluster of applications for the organization of private cloud and elastic computing Exalogic Elastic Cloud Software and 440 licenses for connection of disks to the software for management of server clusters of management of the Exadata Storage Server Software databases. According to terms of the contract, the period of technical support of software of Oracle - 3 years.

The starting price of the agreement was $22.598 million.

Applications for participation in a quotation request were submitted by 3 companies - Asteros, "Open Technologies 98" and Jet Infosystems. Based on consideration of requests by the Commission on purchases the decision to declare as the winner Asteros company, with the price of the request of $22.327 million (delivery of licenses – $9.386 million, support of licenses – $12.941 million was made) that makes about 850 million rubles on weighted average rate of dollar in 2014.
