Biography

In 2001 Lawyer, in 2008 - a magistracy of Academy of public administration graduated from Ministry of Internal Affairs Academy of the Republic of Kazakhstan (RK) with specialization at the President of Kazakhstan with qualification assignment "The master of law".

In different years worked as the expert, the chief expert of Management of legal documentary support of Finance department and legal support of the RK Agency on communication and informatization, the senior prosecutor of department of public prosecutor's supervision of legality of court orders and enforcement proceeding of Institute of the Prosecutor General's Office of Kazakhstan, the associate director of Department of state policy in the field of media.

2012-2014.

In 2012-2014 - the head of department of administration management of the Legal office of JSC RTRK Kazakhstan, the director of the department of internal administration and international cooperation of the Ministry of Culture.

In May, 2014 it is appointed the director of the department of information of the RK Agency on communication and information.

2014: The beginning of work in Committee of informatization

In October, 2014 Talgat Kazangap held a position of the vice-chairman of Committee of communication, informatization and information of the Ministry for Investments and Development of RK.

In July, 2015 it was appointed to the position of the chairman of this committee.

2016: Criminal case

In March, 2016 the Kazakhstan mass media reported that Talgat Kazangap passes the suspect on the case of embezzlement of budget funds in especially large size. At that time it was under recognizance not to leave.

According to Anti-corruption service of Kazakhstan, case is connected with plunder over 160 million tenges (about $468 thousand at the rate of currencies for March 29) selected for information promotion of state policy in 2010-2015. For this purpose during the specified period the Committee on informatization and communication on behalf of his ex-heads Bolat Kalyanbekov and Bolat Bersebayev and also the acting chairman Talgat Kazangap signed 5 agreements with KAZTAG News agency on behalf of his director Aset Matayev. The last is a son of the president of the National press club, the head of the Union of journalists of Kazakhstan Seytkaza Matayeva.

At the request of Aset Matayev the technical specification of the purchased services under parameters of KAZTAG news agency on purpose intentionally was developed to create conditions for successful purchase execution at "KAZTAG" and elimination of other competitors, says Anti-corruption bureau. It is gross violation of rules of law on public procurements, human rights activists note.

Besides, under the terms of the agreement promotion of state policy had to be performed free of charge, in the mode, open and available to the population, however the materials paid with the state were posted on the website of KAZTAG news agency in the closed format and demanded from users of the additional fee for an information access.

The arrived budgetary funds were stolen by transfer from the checking account of KAZTAG news agency in affiliated public association National Press club on the dummy bases. Afterwards money was cashed and appropriated personally Seytkaza Matayevym.

As the suspect also the vice-chairman of committee of Beck Arpabayev was connected to the case.

In August, 2016 the information resource of Informburo.kz reported that Talgat Kazangap, Bolat Bersebayev, Bek Arpabayev, Zhanbolat Baybosynov admitted the guilt, regretted deeds, actively promoted disclosure and investigation of crimes which, according to body of pre-judicial investigation, committed Seytkaza and Aset Matayevy. According to Informburo.kz, the investigation stopped criminal prosecution concerning four above-named persons and exempted them from liability in connection with active repentance of an order of Article 65 of the Criminal Code of Kazakhstan.
