Development of ASED Federal Compulsory Health Insurance Fund

The Digital Design company announced on September 5, 2017 a victory in an open competition on execution of works on development of the automated electronic document management system of Federal Compulsory Health Insurance Fund (ASED Federal Compulsory Health Insurance Fund).

ASED Federal Compulsory Health Insurance Fund was put into commercial operation in 2015, the system of documentary management Priority (SDU "Priority") developed based on the domestic Docsvision platform by Digital Design company became a basis of the solution.

A system automates basic processes of document flow, such as:

• processing of the entering, outgoing and internal documents;
• control of performing discipline;
• approval and signing of reports and memos and others.

The "Automated Workplace of the Head" add-on module (the automated workplace of the Head for tablet devices) gives the chance to work with the documents arriving from ASED Federal Compulsory Health Insurance Fund, to approve/certify them the electronic signature, to create and approve resolutions, to control execution of instructions. To an automated workplace of the Head it is intended for the chairman of Federal Compulsory Health Insurance Fund, vice-chairmen, chiefs of managements.

Functions of a system are implemented on modularity that provides a possibility of their independent upgrade. Within the current project it is going to optimize work of users regarding work with instructions and to expand functionality of system modules. The optimization purpose – to reduce time of approval of instructions, to make process simpler and transparent and in general to increase efficiency of functioning of a system.

At the first stage carrying out audit of the current processes of document flow of ASED Federal Compulsory Health Insurance Fund necessary for refining of requirements to expansion of functionality of a system is planned.

2016

Upgrade of EDMS

On July 27, 2016 the Digital Design company announced completion of works on upgrade and technical support of an electronic document management system of Federal Compulsory Health Insurance Fund.

The customer received the system of documentary management Priority. For July 27, 2016 jobs of all the customer's employees are connected to it^[1].

Creation of uniform space of electronic document management on the basis of SDU "Priority" helped Federal Compulsory Health Insurance Fund to reduce duration of processes, to provide transparency of course of execution of instructions and to make processes of control and reporting less labor-consuming. Upgrade of a system gave the chance to organize legally significant electronic document management due to use of the electronic signature in work with documents. A system is integrated with MEDO and specialists of fund can use this opportunity for information exchange with other departments.

Within the project "The automated workplace of the head" on mobile tablets for the management of Federal Compulsory Health Insurance Fund is implemented. The protected mobile client gave to users the chance to receive the documents arriving from EDMS, to approve/assure them the electronic signature, to create and approve resolutions, to control execution of instructions.

Industry DAY EDMS/ECM and EDI conference

The expert center concerning automation of the state and business in Russia of TAdviser held on March 23, 2016 the industry DAY EDMS/ECM and EDI conference. The action was devoted to current trends in the EDMS/ECM market, to functionality of systems, problems and perspectives of development, import substitution in this sphere and to other topical issues of the industry. The account director of Digital Design Ltd Shatilin Nikolay who told about experience of implementation of EDMS in the large company made a speech at a conference and also shared opportunities of the systems offered today Digital Design with audience.

On the subject "Project Deliverables on Upgrade of ASED Federal Compulsory Health Insurance Fund" Nikolay Shatilin began the report with the story about advantages of the electronic document management systems implemented by the company to the customers, the interesting solutions implemented based on EDMS and their opportunities. The provided theses were illustrated with an example of the project on system implementation of the automation of documentary management Priority executed based on the Docsvision platform of the Russian production for Federal Compulsory Health Insurance Fund. As a result of project implementation in Federal Compulsory Health Insurance Fund legally significant electronic document management was organized, the possibility of operational work of heads of the top and average management with ASED Federal Compulsory Health Insurance Fund is implemented, the uniform space of electronic document management with involvement of all users is created and process performance of approval, execution, control and reporting is increased. Nikolay Shatilin provided quantitative indices of result of implementation of EDMS and showed audiences examples of interfaces of a product.

The speech of the representative Digital Design attracted great interest of conferees, asked it a set of questions of practice of implementation of EDMS, opportunities of user training and perspectives of development of a system.

Results of a conference showed that the Russian EDMS/ECM market continues to develop. As organizers of the event noted, "in spite of the fact that there is no rapid growth any more, stable positive dynamics is traced". Among the most popular trends in complete import substitution, the need for expansion of functionality already implemented by EDMS, need of increase in efficiency and profitability of systems, use of EDMS/ECM technologies for "cloud" and many other things were lit. The action took place productively for specialists of the industry and allowed them to exchange working experience, to gain new knowledge and to come into useful business contacts.
