Russian Railway Electronic signature

MTS and Russian Railway subsidiary company — NIIAS ("Research and design institute of informatization, automation and communication on railway transport") started in the spring of 2016 service Electronic signature on SIM cards for cargo carriers on the railroads of Russia.

Partners provided the transport companies dispatching cargoes on Russian Railways with an opportunity far off to make legally significant transactions by preparation and execution of transportation documents in electronic form, to reduce expenses on paper document flow and in general to accelerate business processes. Within the project electronic signatures on SIM cards during 2016 will receive about 10 thousand companies.

The electronic signature created on the SIM card from the legal point of view is an analog of the sign manual under the document on paper. She does not demand capital-intensive costs for connection, she does not need to be stored on the separate device and to remember logins and passwords, the signature always is near at hand – in normal phone or the smartphone which the person uses daily. The electronic signature, in particular, protects electronic documents from unauthorized changes and allows to define the author of the document unambiguously.

The technology of the electronic mobile signature is integrated into an automated system of preparation and execution of the transportation documents "ETRAN" using the certified program technical means of NIIAS certification center (CC). Users of the ETRAN system sign electronic documents without special software in the workplace and even without use of the computer as instrument of formation of the electronic signature. It is especially relevant for the small and average consignor whose employees often have no access to the desktop computer.

To use service, the SIM card with support of the electronic signature from MTS needs to be installed in any mobile device. Management of transactions happens in the special appearing SIM menu on the screen of the mobile device.

"Depending on volumes of transportations, in a year it is required to one company from several tens documents to hundreds or thousands. The electronic signature on the SIM card allows to consider these specifics and to pay only for that number of documents which upon is necessary for shipment", - the head of the Scientific and technical complex of technologies of information society NIIAS Andrey Galdin told.

In view of enormous volumes of business, we submitted the project which allows partners of corporation to save, and one of the largest transport companies of the world to accelerate business processes. Besides, the flagman project with the Russian Railway brings closer perspectives of a release of the electronic signature on SIM cards on mass market. In the near future the electronic signature will become irreplaceable for individuals, it will significantly simplify the solution of routine tasks of ordinary people. With its help it will be possible to issue the credit or an insurance, to open a deposit or to receive other banking or legal services", - the vice president of MTS for marketing Vasyl Latsanich told.

MTS entered the market of electronic document management (e-document flow) in 2013, having started own Certification center and sale of the electronic signature on USB tokens to corporate clients. In December, 2015 MTS received the status of the entrusted operator of e-document flow of the Federal Tax Service, having expanded a range of services in the field of electronic document management for B2B-clients. MTS is going to provide the electronic signature on the SIM card to the mass consumer.
