The information system Smart Center created by the resident of an IT cluster of Academpark the East company AT Consulting automates rendering state services in the principle of "one window". Start of a system in the multifunction centers of the Omsk region allowed inhabitants of the region to receive state services according to the advanced standards of the electronic government.

Thanks to automation of many routine processes the efficiency and productivity of work of MFC considerably increased. So, for example, application forms are filled out with the system now. The "smart" program helps the operator – it automatically enters personal data of the applicant in the statement, receiving them from the database of MFC. Citizens need only to check correctness of data and to append the signature.

"Service acceleration is also promoted by the classification of state services in life situations applied in a system. Thanks to it operators instantly find data on the public and municipal services rendered by the multifunction centers of the Omsk region. Besides, the automated knowledge base allows to reduce considerably time for training of new staff of MFC", – Tatyana Shushkova, the head of budget institution of the Omsk region "The multifunction center of providing the public and municipal services" tells.

Intellectual IT solution does possible feedback from applicants by means of SMS requests. It allows to estimate quickly service quality of MFC and to improve them. Data retrieveds are transferred for the analysis to a single system of monitoring of quality of state services (IAS of MKGU).

The Smart Center system is integrated with all state InformSystems of the electronic government. So, for example, integration of Smart Center with the system of interdepartmental electronic interaction (SIEI) allows the staff of MFC to send the documents accepted from applicants to different departments in electronic form. It significantly reduces timelines for delivery of services and allows to avoid expenses of budgetary funds for expensive express transfer.

By smart Center it is constructed on the basis of cloud computing. To begin to work in it, only the web browser and Internet access is necessary. At the same time a system is not exacting to communication channels, for comfortable work there is enough line with capacity of only 128 kbps.

"Now Smart Center successfully operates in 12 regions of the country from Karelia to Chukotka and provides providing state services in the mode of "one window" for more than 16 million citizens. Such extensive scope does possible use of the latest Big Data technologies. In particular, we develop functionality which on the basis of the analysis of huge amounts of data about requests for state services will allow to reveal the hidden patterns, problem zones and potential points of development of MFC. This information will help to optimize effectively work of the multifunction centers and to increase quality of state services", – Gokov Dmitry, the CEO of AT Consulting says the East.
