Cognitive Technologies automated purchasing activity of Emercom of Russia

The Cognitive Technologies group developed an automated system of formation and implementation of the plan of retrofitting (AS of FRPP) for the Ministry of Civil Defence, Emergencies and Disaster Relief (Emercom of Russia).

Acquired the right to development of AS of FRPP Cognitive Technologies as a result of a victory in the open competition which took place in November, 2014 the Customer the Center of ensuring activity of a federal fire service of the Public fire service Emercom of Russia acted. The cost of the contract was 18.62 million rubles.

According to representatives of the company, the created system allows representatives of the ministry to control through uniform point of entry 37 thousand procurement procedures for the amount more than 36 billion rubles and to manage supply of 1580 own customers on all organizational vertical — from departments of central office and the unitary enterprises in perimeter of the Ministry of Emergency Situations to specific fire crews and groups of technical services on places.

The main goal of the project was in that purchasing actions of the ministry took place quicker, were completely transparent for participants, and costs on them were reduced at all stages. At the same time a system had to consider departmental planning documents (such as plan of retrofitting, dispersion plan, purchase plan and schedule). All purchasing processes were complemented with subsystems for integration with a financial structure of the Ministry of Emergency Situations and synchronized with purchasing platforms, with OOS/EIS websites and also modules of analytics and the reporting.

The FRPP AS system allows to provide automation of purchasing activity of the ministry of all Russia. Information more than about 1500 groups of quick response of the Ministry of Emergency Situations working at departures gathers in a single system of purchases now, then is consolidated in the main industry departments of the Ministry of Emergency Measures in all subjects of the Russian Federation and as a result is transferred to Central office of the ministry in the form of ready, logically and visually clear draft of the plan of retrofitting - it is the main document of the ministry of the planned purchases.

The automated control system for purchases developed for the customer allows to execute key business processes on supply. They are presented in the form of 6 components: "Collecting of requirements", "Formation of lots", Purchase planning, "Preparation for purchase", "Determination of the winner" and "Performance of the contract".

At the same time, the perimeter of information security of the purchasing project is upgraded. A system is constructed based on the software solution certified through "Single electronic trading platform" (SETP) in the Federal Service for Technical and Export Control of the Ministry of Defence of the Russian Federation and also uses data encryption using SSL/TLS technologies.

Besides, the functionality of the solution developed for the Ministry of Emergency Situations assumes its fast scaling up to the ERP system of all ministry.
