"Subsidiary" of 1C received the mega-contract for photovideo fixing of violations of traffic regulations in Moscow

In April, 2016 according to the results of open auction the Center of the organization of traffic of Moscow concluded with "subsidiary"of 1C -Alager company -^[1] 500 complexes of photovideo fixing of violations of traffic regulations^[2] on lease in Moscow. The volume of the contract is 2.9 billion rubles, and a timeline for delivery of services on lease – 60 months. After a lease term, under the terms of the agreement, the equipment will pass into city property on a grant basis.

Complexes should be functional and are technology united in the system of automatic fixing of journey of vehicles and are set within MKAD, except for the most ring highway, the terms of reference follow from competitive.

A system will allow to fix the motion speed of vehicles on extended section of the road, violation of the high-speed mode, departure on the band intended for the movement of route transport and on an oncoming lane, non-compliance with the direction of the movement on bands, the movement on a roadside, violation of requirements of road signs and a road marking, journey on an inhibit signal of the traffic light and many other things.

The equipment should become a part of an intelligent transport system of increase in traffic safety on a street road network of Moscow. For this purpose the contractor will have to carry out their integration with an automated system of photovideo fixing of violations of traffic regulations of Moscow (ASFN traffic regulations) which processes and stores these fixings. Under the terms of the tender documentation, he can involve collaborators in execution of works.

Get permissions to installation of complexes of photovideo fixing to the existing support of a street road network of Moscow (masts of city lighting, a support of city contact network and other constructions, suitable for placement of the equipment) at their holders and the contractor should sign lease agreements with them independently and at own expense before date of transmission of a system in city property, said in documentation to purchase. At absence in installation sites of complexes of the existing support of a street road network, the contractor should itself, at own expense set them.

In addition to Alager the application for participation in biddings was submitted also by MVS Group company which participates in the large project on expansion of network of road cameras in Moscow area. Its request was rejected.
