In Kabardino-Balkaria Bezopasny gorod agrarian and industrial Complex is included

In the spring of 2016 the AT Consulting company in partnership with PJSC Rostelecom unrolled in Kabardino-Balkaria a hardware-software complex for security of the population. He turns on surveillance cameras, communication channels, the server hardware and the software.

The project is implemented within the organization of an end-to-end system of security of the population according to order of the President of the Russian Federation of May 27, 2014 No. Pr-1175 and also according to the order of the Government of the Russian Federation of December 3, 2014 No. 2246-r "About the approval of the Concept of creation and development of a hardware-software complex "Safe city".

Rostelecom acted as the general contractor and the investor, having undertaken financing of all expenses on project implementation. The AT Consulting company became the main technology partner, having performed works on design, construction of infrastructure, carrying out construction and balancing and commissioning and also to software implementation.

AT Consulting, on the one hand, provided collection of information, with another — IT support of processing of data and emergency response. For the solution of the first task the company placed in the region of 198 cameras of outside video surveillance in places with mass accumulation of the population, 76 complexes of automatic fixing of violations of traffic regulations on public highways and street intersections and also 14 terminals of an emergency communication "Citizen Police". The network of systems and complexes covers the territory of all city districts and municipal districts of the republic.

At the same time AT Consulting computerized work of three uniform services on duty and dispatching (USDD) and 10 services on duty and dispatching (SDD), implemented specialized software there and also provided installation of the automated jobs (AJ). The automation system fixes all addresses and signals, provides their processing via the automated workplace in the mode of one window and allows specialists to bring quickly information to the relevant services of the emergency reaction (ambulance crew, firefighters, police, etc.).

For reliable storage and postprocessing of video flows and data of photo video fixing of AT Consulting unrolled 14 local DPCs, having provided them with all necessary equipment. Besides, forces of contractors of PJSC Rostelecom laid over 80,000 meters of optical fiber. Thereby, infrastructure for further development of Bezopasny gorod agrarian and industrial Complex in the territory of all republic is created.

The Plenipotentiary Representative of the President of the Russian Federation in the North Caucasian Federal District Sergey Melikov spoke about development of IT technologies in the context of security of the population. At a field meeting of the Russian Security Council in March, 2016 it emphasized that program implementation "The safe city" will allow to cope more effectively with different threats — first of all, criminal and terrorist orientation. In this regard Sergey Melikov gave Kabardino-Balkaria as an example for other subjects of the North Caucasus.

"Implementation of similar solutions brings evident benefit to society. Development of network of cameras of outside video surveillance, reliability of transfer and storage of information, its effective processing — all this will help to make our republic better and safer. Thanks to model of public-private partnership we could avoid one-time expenditure for the project of considerable budgetary funds and attracted investments into the region — Aslan Beshtokov, the vice-chairman of Goskomtrans of Kabardino-Balkar Republic says.

Penalties which are paid by drivers are aimed at the further development of a system which gives the chance more accurately to fix traffic offenses. Security on roads increases, it allows to save a huge number of lives. From the moment of system implementation of photofixing of violations of traffic regulations in the territory of the republic steady and consecutive decrease in number of road accident and victims in them is observed" — Albert Mambetov, the chief of the Ministry of Internal Affairs traffic police Center of the Automated Fixing of Administrative Offences (CAFAO) for Kabardino-Balkar Republic says.
