Karelia cancelled tender on creation of a system of fixing of traffic regulations for 900 million rubles

On May 27, 2016 the Karelian SUE Radiokom published failure from request for proposals^[1] for creation of a control system of traffic safety in the republic. The reasons of it in the document are not explained. The order on failure from purchase appeared on the portal of state procurements shortly after about it wrote TAdviser.

The maximum price of the contract was 906.8 million rubles. It was going to sum up the request for proposals results on June 1. The system designation specified process automation of identification of violations of traffic regulations, a design of materials about administrative offenses in this area and ensuring execution of administrative punishments for offenses.

Complexes of photo and video fixing will be set on the central streets of Petrozavodsk and a little - on routes beyond its limits.

According to terms of reference, a system should include such elements as:

• subsystem of photo and video fixing of violations of traffic regulations;
• telecommunication subsystem for the organization of data exchange between subsystems and peripheral devices;
• DPC;
• subsystem of the center of preprocessing of data;
• subsystem of monitoring and administration of a system for setup, management and serviceability check of a system and its elements;
• management subsystem access rights of users;
• subsystem for the analytical reporting and archive data storage;
• subsystem of the organization of a joint with uniform information telecommunication system of the Ministry of Internal Affairs of the Russian Federation (further – EITKS) for the organization of the protected interaction with federal and regional information systems.

From the contractor it was required to create all engineering infrastructure of DPC. On a cable system of DPC the expanded 20-year guarantee from manufacturing company had to be provided.

In total within a system it was required to deliver 47 complexes of photo and video fixing which will be set on roads of Karelia over the carriageway, near a lane, in a roadside band. A system had to allow to fix automatically drives of vehicles and to register violations of traffic regulations in the mode of the unceasing movement and decrease in their speed, to transfer information on the revealed violations to traffic police, to perform collecting and information storage about violations which can be used in an effect as evidential base of structure of administrative offense, etc.

Project works were going to be completed no later than December 31, 2016. After that within four years from signature date of the act of input of a system in operation from the contractor it was required to provide its technical and service maintenance.
