Rostelecom created uniform GIS for the Nenets Autonomous Okrug

Rostelecom announced in December, 2016 completion of works on creation of a uniform geographic information system (GIS) within the public contract with the NAO "The Nenets information and analytical center". The cost of the contract was 13.8 million rubles.

GIS provides access of authorities, citizens and the organizations to space data in the territory of the NAO. The geographic information system is created by integration of systems which are already developed in the district and a product of Rostelecom of RUSGIS. It allowed to integrate the data created in different departmental sources, connected with territorial planning, town-planning activity, the social sphere, etc.

The electronic map of the Nenets Autonomous Okrug became one of basic elements of GIS. It allows to perform object search on coordinates, to measure distances to them and their area, to build routes of the movement within the region. The interactive investment map of the region giving to potential investors opportunities of complex assessment of investment potential of the region, obtaining information on investment projects and platforms, the plan of creation of infrastructure facilities, etc. became also important GIS element.

"We started creation of a geographic information system of the Nenets Autonomous Okrug at the end of May. Now all works are completed, - the director of the Arkhangelsk branch of Rostelecom Andrey Prishchemikhin noted. - Thanks to enormous experience of implementation of information systems, including in the territory of the NAO, we, together with the state customer, successfully carried out works on creation in the region of a common information space of geodata. All obligations are fulfilled by us in time. A system will start working to the full extent in the nearest future, and we hope that users will very quickly estimate its efficiency. Certainly, the geographic information system will become one of key information resources of the NAO".

The director of state organization of the Nenets Autonomous Okrug "The Nenets information and analytical center" Pavel Okladnikov told: "Rostelecom created a single regional geographic information system of the region for the Nenets Autonomous Okrug. Now for work of all branches of the power, the population and subsoil users of the district and also potential investors the convenient and available instrument of receiving up-to-date information appeared. Further large-scale expansion of a system after carrying out the analysis and analytics of direct users of a system is planned".

Spring of 2016

Rostelecom signed in the spring of 2016 the contract with "The Nenets information and analytical center" for execution of works on creation of a uniform geographic information system (GIS) of the Nenets Autonomous Okrug. The cost of the contract was one million p13.8. The works on creation of district GIS should be completed until the end of 2016.

GIS will be created based on own product of Rostelecom RusGIS ("A common information space of geodata") and should become one of key information resources of the NAO which will integrate data from a set of separate departmental sources, having connected them with a geographical location, the moment or a time frame.

A system intends for ensuring access of authorities, citizens and the organizations to space data in the territory of the NAO. GIS will allow to systematize work on territorial planning, to automate processes of town-planning activity, for example, to prepare the local plan of the specific land plot.

"The implemented project will allow to systematize and consolidate completely data on municipal entities and the region in general. In online the mode there will be an opportunity to quickly obtain up-to-date information on territorial planning, to automate processes of town-planning activity", - the director of State organization of the NAO "The Nenets information and analytical center" Pavel Okladnikov noted.

Creation of uniform district GIS is intended to provide effective interaction on the basis of space data with federal executive authorities (for example, with Rosreestr) and to raise a taxable basis on property taxes due to identification of the unaccounted taxation objects within monitoring of the land plots and objects of capital construction.

The electronic map of the Nenets Autonomous Okrug will become one of the GIS elements. It will allow to perform space object search on coordinates, to measure distances to them and their areas, to build routes of the movement within the region.

The interactive investment map of the NAO will become one more important GIS element. It is intended for providing complex assessment of investment potential of the region to potential investors of an opportunity, obtaining information on investment projects and platforms, the plan of creation of infrastructure facilities, etc.
