The pension fund will construct electronic archive on the open source software

As it became known CNews, Pension Fund of the Russian Federation (RPF) intends to transfer by 2017 storage of the most resource-intensive documents to an electronic form, having used for this purpose the platform with the open code Ceph, a standard server architecture h86 and OS Linux Red Hat. Earlier in department many software and hardware complexes were based on the IBM platform, and for example, document flow on pension affairs is still duplicated and stored in paper archives. Ceph represents the soboysvobodny program object network of storage providing file and block interfaces of access. Since 2014 the Red Hat company is engaged in its development.

In archive it is also going to involve the JPFS protocol and freely extended search by Elasticsearch software.

Why Ceph

The choice for benefit of Ceph for the organization of the distributed file storage, according to Ruben Enfiadzhyan, the head of the department of infrastructure management of automated information system, was made by RPF at the end of 2015 after the analysis of the relevant proposals existing in the market. During it solutions of Amazon, Swift, NetApp and Riak were also considered.

Their such parameters as functionality and ease of use when developing were among themselves compared, prevalence (successful implementations, trends, a solution maturity, development potential), cost and type of licensing, existence and quality of support, a dokumentirovannost and complexity of training, complexity of maintenance, "unpretentiousness" of a system in relation to iron, presence of specialists and their cost.

For what the archive is necessary

As Dmitry Kuznetsov explains, the head of the department of information technologies, at RPF the most part of external interactions happens to payers of insurance premiums, departments, state institutions and individuals which receive services in electronic form — using the system of interdepartmental electronic interaction (SIEI), via the uniform portal of state services (EPGU) and personal accounts and also due to direct interaction with insurers. "On the basis of the data arriving from them we perform accomplishment of the functions — purpose of pensions and social payments and also conducting the personified accounting of the pension rights" — Kuznetsov says.

"You should not forget that each 3-5 years very seriously change information technologies and means of cryptography. We should provide that the document (as original, put in federal archive in electronic form) can be trusted also through 5, both 15, and more years — Evgeny Nikitin, the head of the department of providing with information security adds. — It is very difficult question. Effect of implementation of technology of conducting electronic pay affairs of citizens in RPF considerable optimization of budgetary funds is specified: on acquisition or lease of the archive areas, on supplies, an exception of manual work on formation of paper pension affairs.
