MGTS: Monitoring of cable vaults (MOKKO)

Monitoring of cable vaults (MOKKO) - the monitoring system of wells is intended for automation of process of issue of permissions to work in constructions of LKSS and KKSS PJSC MGTS, operational check of legality of the carried-out works, fixing of the fact and informing on detection of illegal works, rapid response to non-staff situations in LKSS and on KKSS PJSC Mgtsopisaniya [1].

On June 8, 2016 it became known of plans of PJSC Moscow City Telephone Network (MCTN) to implement a monitoring system of the cable sewerage[2].

The monitoring system of wells of Mokko will help MGTS to automate process of issue of permissions to work in constructions of the cable sewerage, check of legality of the carried-out works, etc.

MGTS reported - in the company the cable monitoring system for identification of its damages works and inventory of the cables which are in the sewerage for check of technical condition and identification of illegally laid cable is regularly carried out. On each incident detailed investigation is made, the penalty with the subsequent signing of the contract of lease is levied from the violator or dismantling of a cable is made.

Purposes of creation of the MOKKO system:

  • Centralization and automation of collection of data on the issued permissions (third parties) and a dress admissions (for own employees) on work in KKSS PJSC MGTS;
  • Creation of the instrument of personification and authentication of access to KKSS PJSC MGTS (access by the SMS code, using smart cards/keys, etc.);
  • The organization of a system of informing on illegal works in KKSS PJSC MGTS and other unauthorized activity in the protected perimeter;
  • Operational information display about illegally performed works and other unauthorized activity in KKSS PJSC MGTS;

The expected properties and features of a monitoring system of wells of "MOKKO":

  • Provide information storage about objects of sewer and cable constructions of communication and owners of communication wires (with a possibility of data modification without restrictions for quantity of the connected / protected objects), with a possibility of synchronization of data with TSSTU LKS;
  • Support base of the issued permissions (the periods and terms of their action, number of telephone wells and sections of sewer and cable constructions, work time, data on executives in charge, numbers of the issued permissions);
  • Provide permanent monitoring of KKSS, operations performed in a system or with system components;
  • Be fault-tolerant to external influences taking into account possible flooding of wells;
  • Conform to security requirements of MGTS ST-MGTS-027;
  • Provide restriction of the access level at the level of software (to provide the necessary level of information security) to ST-MGTS-027;
  • Provide storage and archiving (collecting, classification, cataloguing and compression) of data so that:
    • the data obtained for the period 365 days should not be exposed to compression and transfer on external drives / storage systems (the minimum time of access should be provided);
    • the data received for the period over 365 days should be exposed to compression and transfer on external drives / storage systems with a possibility of report generation;

  • Provide scalability of a system and consider a possibility of adding of separate modules of subsystems;
  • Minimize costs of cost and time of system deployment;
  • Have a possibility of remote setup of separate wells in case of the external factors (for example, construction works) leading to false operation;
  • Provide registration of the next events (the regular registered events):

    • the authorized activity (opening of a cable vault on the basis of the permission issued to PJSC MGTS);
    • unauthorized activity (opening of a cable vault without the permission issued to PJSC MGTS);
    • fault of an element of a system;
    • destruction linearly - cable constructions;
    • flooding;

  • Provide personification of access to sewer and cable constructions of communication (a system "-others", identification of the employee of the enterprise customer);
  • Provide video fixing of the events which are taking place in the telephone sewerage (optionally);
  • Create a register:

    • the operations performed by personnel;
    • results of autodiagnostics of a system;
    • the events revealed by sensors;
    • data of video control (optionally).

  • Provide report generation about the events recorded by a system taking into account requirements:

    • any quantity and structure of fields;
    • lack of restrictions for the time frame reflected in the report;
    • a possibility of enrichment of the report given to video fixing (formation of video of reports in MPEG-4 format);
    • operational formation of the preconfigured reports:
      • the report on unauthorized openings for the set period, in the set zone;
      • the report on the authorized openings for the set period, in the set zone;
      • the report on not planned openings for the set period, in the set zone;
      • the report on losses of contact with terminal units for the set period, in the set zone.

  • Provide the automated information exchange with the systems of MGTS (a possibility of use of the API interface):
  • Incident management system and works of SAES2 (BMC Remedy platform);
  • TsSTU LKS (platform of GE SmallWorld; periodic synchronization of data on KKSS and LKSS, a source – TSSTU LKS is allowed).
  • Provide a graphic single-window mode (2 modes: the operator interface – the software solution with the simplified and most adaptive interface for interaction with a system allowing to execute strictly stipulated operations procedure of the operator and not capable to put a system out of action in general; (are executed in option of WEB – the interfaces working according to https:// to connection available far off on the DB server) and the interface of the administrator - the software solution providing complete setup of a system with the maximum access). The interface should contain the interactive map of objects (data view on the two-dimensional and three-dimensional map with a geobinding and also in simplified tabular) allowing to receive and process information on a status of each object in a foreground mode;
  • The number of simultaneous sessions (WEB – the interfaces working according to https:// to connection) should not have software restrictions;
  • Provide a possibility of setup of a system under needs of the customer (planning of activity of employees, collecting and information analysis on objects and requests, collecting and the analysis of statistical information, adding of comments on events, etc.);
  • Provide convenient navigation in dialog with the user who well knows the data domain and is not a specialist in the field of automation;
  • Provide existence of the context-dependent help;
  • Provide a possibility of SMS informing, on the basis of the user scenario, and also informing on an e-mail (with a possibility of setup of roles and the list of events);
  • Provide peak loads from portable sensors and provide the maximum fault tolerance;
  • Ensure smooth operation, with possible reservation of capacities, 24/7/365 for servers and software of the central location;
  • The number of untrue reports should be less than 2% of a total quantity of incidents;
  • Provide informing on regularly registered events more than in 98% of a total quantity of incidents;
  • Should provide to software a possibility of data recovery from the external drive;
  • The class of reliability of a system should be not lower than 99.999%;
