Rostelecom: Roaming center (e-document flow RTs)

2017: Rostelecom received the status of the entrusted operator of electronic document management

Rostelecom announced in June, 2017 accession to network of the entrusted operators of electronic document management of invoices of FTS. The status of the entrusted operator of electronic document management (e-document flow) gives to Rostelecom the chance to independently organize the movement of electronic documents in Group, with partners and clients without involvement of external suppliers - the accredited operators of e-document flow.

Works on creation of infrastructure of the Electronic document management system (SEDO) began in 2016 and were made by forces RT Labs, subsidiary company of Rostelecom.

Infrastructure of SEDO includes the platform of the Roaming center of electronic document management (e-document flow RTs). E-document flow RTs - the hardware and software system providing to the companies of any kind of activity and scale of business an opportunity to exchange electronic documents with any partners connected to any operator of electronic document management.

The application software of the e-document flow SEDO and RTs servers is unrolled on the National Cloud Platform as which operator Rostelecom acts. The accredited certification center which performs a range of services on creation, issue, service of certificates of the EDS keys is involved in work of service.

The annual volume of the outgoing documents of Rostelecom connected with execution of contractual commitments before clients of the company (B2B segment) is about 13 million a year, about 40% of this volume are the share of a share of the documents transferred to e-document flow, in electronic form through operators.

Until the end of 2017 through SEDO electronic document management with all partners of the company who are already using e-document flow and also with the Child Dependent Societies (CDS) will be organized. Partners can be connected to SEDO and at the same time save an opportunity to use services of other operators of e-document flow with which agreements are already signed. In this case transfer of document packages to Rostelecom will happen through the Roaming center of electronic document management of Rostelecom.

In plans for 2018 - promoting of service and increase in a share of the partners working through SEDO of Rostelecom, first of all, at the expense of the organizations which are not using legally significant electronic document management yet.

According to forecasts of specialists of the company, the gain of volume of the documents transmitted through a trusted system of electronic document management of Rostelecom will make up to 10% a year. Development of a system assumes transfer to an electronic form of process of preparation and signing of the contracts.

2016: Rostelecom started Roaming center for operators of electronic document management

In June, 2016 Rostelecom brought Roaming center (e-document flow RTs) into trial operation there is an infrastructure element for the protected and legally significant information exchange between the entrusted operators of electronic document management (operators of e-document flow). It it was announced at the seminar organized for key operators of e-document flow.

Principle of work

E-document flow RTs – the open technology platform providing the protected information exchange at exposure and obtaining invoices of partners - clients of operators of e-document flow. Key functions of the platform: transfer of electronic documents according to the configured transport routes, formation of receipts at each stage of a route, services of check of a participant status, storage and providing information for analysis of disputable situations.

The requirement of tax administration to provide legally significant electronic document management (exchange of electronic invoices) between partners, irrespective of the operator at whom they are serviced became one of premises of creation of RTs Rostelecom. According to FTS, such step should promote more active connection of operators of e-document flow to roaming hubs, and to business actively to pass to electronic document management with partners.

Roaming center gives to operators of e-document flow the chance to become participants of interoperator information exchange that will allow to increase considerably volumes of business and to reduce costs for independent integration with other operators. Development of a system provides accumulation of functionality of Roaming center, in particular, will create a possibility of exchange of other industry documents, including, documents of any format.

Electronic document management provides transparent information exchange, reduces costs for conducting business activities and accelerates operational processes in the companies. RTs of e-document flow provides equal conditions of accession for operators of e-document flow, and the initiative answers relevant requests of business, – Mikhail Bondarenko, the director of the electronic government of Rostelecom noted

In design process and system development was considered the methodological and technology recommendations of "Developers and Operators of the Systems of Electronic Services" association (ROSEU) based on specifics of interaction of the entrusted operators of e-document flow at provision of services. Rostelecom acts as provider of services RTs e-document flows, the methodological partner – Aspect, the technology partner – RT Labs.

Interaction between the participants of e-document flow connected to Roaming center conforms to requirements of the order of the Ministry of Finance of the Russian Federation of 11/10/2015 No. 174n "About the statement of an order of exposure and obtaining invoices electronically on telecommunication channels using the strengthened qualified electronic signature", become effective since April 1, 2016.

In RTs of e-document flow data of legal entities and the maintenance of document packages, and only control information (receipt) on transfer do not remain: identifier, date and activity status, exchange participants identifiers, number of assignable documents.

Now the platform has all necessary functionality for providing a full stroke of the protected electronic document management. I think that in use, in dense interaction with operators of e-document flow and the regulating structures, in the long term, we will be able to improve a system and to develop additional useful services for operators and their clients, – Anna Lazovskaya, the deputy CEO noted RT Labs

The sequence of steps at connection to e-document flow RTs

• signing of the contract on accession with PJSC Rostelecom;
• registration in a system (data entry about the operator of e-document flow in a system);
• integration of information systems of the operator of e-document flow and RTs of e-document flow;
• connection testing.

At all stages of connection and also in use specialists RT Labs render to operators of e-document flow the round-the-clock consulting and technology support.
