"Judicial and enforcement proceeding"

On October 19, 2016 the Laboratory of Software Solutions company developed the module "Judicial and Executive Office-work" for "The automated control system of housing and communal services of an ACS of housing and public utilities".

The module, is intended for the resource supplying organizations, regional operators of an overhaul, management companies and settlement centers. The product gives an opportunity in the automated message mode a full stroke of judicial work with debtors, as with physical, and legal entities. Having high functionality, the module "Judicial and Executive Office-work" allows to create projects of cases of debt collection; statements of claim on pronouncement of the writ; conduct a full stroke of judicial and executive office-work and many other things. The end of enforcement proceeding happens in the automatic mode at once after receipt from the debtor of the collected amount in full.

Putting into operation of the new module is planned in November, 2016.

For October, 2016 all cycle of pre-judicial processes on work with debtors in an ACS of housing and public utilities is performed in the module "Claims activities". The module allows to keep account of debtors; provides access on the debt of individuals; automates pre-judicial work with obligations, allows to create notifications and claims to debtors by the selected parameters, etc.

Automated system of housing and public utilities Version 11.2

In version 11.2 of the automated control system of housing and public utilities (an ACS of housing and public utilities) key changes were made to subsystems Accounting, Integration and Overhaul.

Subsystem Accounting

• Distribution function of payments is upgraded

• • the algorithm of splitting of payments on a penalty fee according to data of the last created receipt is implemented;
  • the feature for zeroing of payments of a penalty fee is added (redistributions of payments from one service on another, since one period on another, from one FLS on another, etc.);
  • the error of repeated zeroing of payments is excluded.

• The algorithm of accounting of profit and losses on the closed delivery agreements is worked out (on means of maintaining synthetic agreements PIU and accounting of the amounts of PIU in the form of separate lines of receipts and barcodes)
• Function of automatic recalculation of a penalty fee at a payment receipt is implemented
• The possibility of canceling of transfers and returns (with the status "It Is Sent to Bank") in case of an error of the operator is implemented
• The new form of accounting of payment documents with a uniform format for all payment types is created

Subsystem Overhaul

• Transaction of formation of the short-term plan of KR is upgraded – check on duplication of the list of the planned works within publications of different KPKR is entered
• The possibility of viewing the list of tenders on execution of works on the certain house is implemented
• The possibility of automatic formation of the list of MCD of the works agreement according to the results of completion of tender on execution of works on KR is implemented

Subsystem Integration

• The format of unloading of data within integration with Krayinvestbank and departments of Russian Post is updated
• Loading process of initial data in a system is upgraded (detailing to within loading of the index of the house, the area of a common property, the number of rooms, etc. is entered)

For 2016 9 new releases of an ACS of housing and public utilities are released, more than 100 functional completions are implemented. A system meets all requirements of customers and is adjusted in compliance by last modifications in the legislation.

Automated system of housing and public utilities Version 11.0

In version 11.0 key changes concerned subsystems Billing and Overhaul:

• the system of audit of input of indications / potrebleny is improved;
• the formation mechanism "The report on charges and payments for the period by personal accounts on houses and municipal districts" taking into account features of work of regions is finished;
• new forms of protocols with the decision on carrying out KR are entered (as with the solution of a general meeting of owners, and local government authorities);
• the procedure of tracking and income distribution is improved (percent from a balance in cash from accounts of KR): distribution of means by certain houses is provided, are considered interaction with several banks and a possibility of change of the account and redistribution of percent;
• the mechanism of faultless determination of a settlement period of payment acceptance is implemented;
• monitoring of the houses which are subject to an overhaul is optimized – evident graphic display of technical condition of MCD is implemented;
• the reporting and analytical base (according to the order of the Ministry of Construction and Housing and Communal Services of the Russian Federation No. 965 new report forms are added) is expanded;
• integration with external billing systems is improved – process of control of cash flow is upgraded.
