Main system: An information calculating system for the regional operator according to the address from TKO

In 2016, since the moment of the beginning of reform in the field of TKO, from Russian regions began to select regional operators according to treatment of solid utility waste. According to the latest revision of Federal law No. 89-FZ, the status of the regional operator will be given to the legal entity on the basis of competitive selection which is going to be completed by January 1, 2017 and which condition regions define independently.

Volume of tasks which is in an area of responsibility of regional operators rather big, namely: participation in development of investment programs in the field of the address with TKO; the expense accounting according to the address from TKO; public disclosure of information on an address order from TKO in the subordinated territory; elimination of unauthorized dumps in the subordinated territory; organizational actions for the conclusion and maintaining agreements with the organizations participating in a production cycle of the address with TKO, etc.

The regional operator will have to provide all market participants with transparent mechanisms of maintaining and accounting of agreements for the coordinated interaction and also calculation of charges for the consumer for services in the address with TKO; conduct balance of quantity characteristics of the address with TKO in natural and monetary value, with a possibility of formation of economic fill rates of the functions, including taking into account application of funds of public financing; perform the comprehensive reporting (internal, managerial, external, regulatory) and also to perform integration with the existing information systems (electronic GIS with the territorial scheme of the subject, GIS of housing and public utilities, GZhI, the Inventory of waste, the Inventory of the real estate, the Federal Information Address System, etc.).

It is obvious that effective solution of above-mentioned circle of tasks will be extremely difficult without accurate optimization of workflows which is possible only in the presence of modern complex IT solution.

• maintain the unified register of agreements RHOES of TKO with partners of all categories;
• consider interrelations between agreements, within a full stroke of the appeal of TKO by each source of formation of TKO, according to the scheme of the appeal of TKO;
• trace validity periods of agreements, initiate processes of prolongation and the repeated conclusion, including on the basis of competitive procedures;
