The Ministry of Agriculture creates social network for farmers for 200 million rubles

In 2016 the Ministry of Agriculture of the Russian Federation is going to invest about 209 million rubles in creation of an information system of knowledge sharing and technologies in the field of agriculture. It follows from the plan of informatization of department for 2016 and planning period of 2017 and 2018.

This system call also a knowledge information network and technologies in the field of agriculture^[1]. It represents the information resource of a system of agricultural consultation implemented in the form of the Internet portal. As envisioned by officials, a system is designed to create conditions of high-quality rendering information and consulting services to producers of agricultural goods and to country people.

The structure of network assumes creation of three platforms:

• The information platform (databases) – a source of information databases and reference books for providing consultants of a system of agricultural consultation with competent information for high-quality rendering consulting services;
• The communication framework (social network) – is intended for providing information on technologies and innovations of wide audience, creation of the effective mechanism of knowledge sharing and technologies, replenishments of databases, the organizations of broad communications of consultants with industry community;
• The consulting platform (service) – the web solution on rendering a broad spectrum of consulting services integrated with information and communication platforms. It is the sector of rendering paid services.

The homepage of a resource is the homepage of the Federal center of agricultural consultation subordinated to the Ministry of Agriculture and retrainings of personnel of agro-industrial complex (FTsSK) from which links should conduct on the communication and consulting platforms which are located on separate domains.

In the presentation about^[2] it is specified that expense structure on a system includes capital costs, such as creation of architecture and filling of databases and industry reference books, the structured and systematized directory and data warehouses, upgrade and updating of functional and technology parts and design of the homepage of the website of FTsSK and also operating rooms.

Operating costs include lease of software for creation in the system of agricultural consultation of modern information and communication platforms, lease of licenses of contact center, CRM and other applications of work on integration and creation of the solution on management and data exchange between platforms and also payment to employees of the project.

As of August, 2016 the network is started. At the same time the purchases connected with its creation and development on the official portal of state procurements are absent. The Ministry of Agriculture could not answer the questions of TAdviser connected with expenses on a system.
