Rosatom began use of a system of calculation of the index of a goodwill of suppliers

On July 25, 2016 the Fogsoft company announced automation of calculation of the index of a negative goodwill of suppliers by request of Rosatom state corporation.

The specifics of purchasing activity mean the most responsible approach to the choice of partners. For ensuring high-quality obligation fulfillment by contractors and risk minimization of signing of the contracts with unfair suppliers, purchasing divisions of group of companies are obliged to analyze considerable information volume that is labor-consuming as the number of the signed and traced agreements (so and the suppliers involved to their execution) is defined by tens of thousands.

The system of calculation of the index of a goodwill of ROSATOM State Corporation — a public information resource where data on the organizations which allowed unfair execution of the contractual commitments before customers are provided.

Feature of a system in assessment methodology. It is executed taking into account the theory of risks where the probability of violation by the specific supplier of the contractual commitments is multiplied by effects of such violation. The method of calculation of the index of a goodwill developed by Rosatom corporation on the basis of which the software solution is created is published on the official site of rating of a goodwill of suppliers of state corporation. There it is possible to receive the index and the rating of the specific supplier of nuclear sector if he had facts of a negative goodwill.

The software was created by Fogsoft company by request of Rosatom State Corporation, on the basis of the technique developed in group of companies. The information system should become one of the main tools of risks assessment when carrying out purchases for needs of group of companies, its joint-stock companies and subordinated federal state unitary enterprises.

Usually the risk of signing of the contract with the unfair supplier is estimated as the Boolean algebra — yes and no: if the organization was already included in the register of unfair suppliers, then it is not allowed before participation in biddings, but did not get — participate how many you want. The system created for Rosatom uses a mathematical apparatus which allows to transfer violations of suppliers to points and to use for assessment of the request of the participant at biddings as criterion "a negative goodwill. According to the statement of the developer of a resource, the index business reputations is calculated for each supplier of group of companies only on the basis of the facts which can be documented. When calculating an assessment in points is given to each negative fact of behavior of the procurement participant at execution of obligations under earlier signed agreements by it.

The total number of points also is quantitative determination of the index of a goodwill. All organizations which are available in a system are sorted by a measure of decrease of an indicator of the index with assignment of rating number. So score is assigned after ranging of suppliers by the index.

Sources of information on negative factors of a goodwill of suppliers are, including the State corporation and its separate structural units, jurisdictional enterprises, subsidiaries and affiliates entering perimeter of management of nuclear sector. Besides, data on negative factors of a goodwill can be taken from databases and the official sites of authorities or courts.

A system accumulates information on negative factors of a goodwill from different sources, as by manual introduction via the system interface, and automatically, by means of integration into other databases and systems. Integration of a system of rating of a goodwill is adjusted with such corporate systems of Rosatom as the database of suppliers (register), the system of preparation of purchases and control of agreements (purchases are conducted on external electronic marketplaces), the register of unfair suppliers. Integration with the accounting accounting systems is executed.

The system of calculation of the index and formation of rating of a goodwill of Rosatom is integrated with the Unified information system in the field of purchases (EIS) in the section "The register of unfair suppliers" where information from the register of unfair suppliers of FAS Russia arrives.
