On November 28, 2016 the Rostelecom Group announced signing of the contract with "Is information – analytical center of support of Justice state automated system (Federal State Budgetary Institution IAC Sudebnogo of department) on creation of cloud computing infrastructure of a data processing center of Justice state automated system.

Contractor Selection

The corresponding tender with the starting price of contracts of 585 million rubles was announced at the end of July, 2016^[1], biddings took place on August 22.

It is remarkable that 2 "related" companies – Rostelecom and "РТКомм.РУ" ("subsidiary" of Rostelecom) participated in an auction. Within 10 minutes after the beginning of an auction any of these participants did not rely on reduction of price of the contract and since both offers were recognized conforming to requirements of documentation, the winner had to will be defined proceeding from application time.

Thus, the winner announced РТКомм.РУ company which at 1 hour 44 minutes earlier, than its parent company submitted the application about participation.

In spite of the fact that Rostelecom announced signing of the contract only at the end of November, the contract between "РТКомм.РУ" and "Information and analytical center of support of Justice state automated system actually was signed still on September 15.

Required works

According to the contract in data center of Rostelecom the center of processing and data storage based on which IT resources of Justice state automated system will be consolidated is created. The contractor will provide completing of Justice state automated system with the equipment of storage and data processing and also will perform a complex of works on creation of cloud infrastructure of DPC and to providing conditions of its functioning. Besides, the company will provide access of information resources of the customer to the Internet and will provide trial operation of DPC in a pilot segment of telecommunication infrastructure of a common information space of the state automated system.

In the set 16 racks for Justice state automated system computing resources for storage and processing more than 1.5 petabytes of data are placed, the quantity of main cores in DPC will exceed 1.5 thousand, and the total volume of RAM will be more than 31 TB. Full long-term redundancy of power supply, including using diesel generator sets is implemented.

All works on the contract are divided into 3 stages. On the first stage – delivery of goods, 65 calendar days from the moment of signing of the contract were allotted. The second stage - creation of DPC, should be complete no later than November 30, 2016. On accomplishment of the third stage - ensuring functioning of a pilot segment of telecommunication infrastructure of "cloud" computing infrastructure of a common information space of Justice state automated system, term is allotted from December 1 to December 31, 2016.

Together with documentation the customer published justifications about impossibility of observance of prohibition on foreign software. In them, in particular, it was pointed out lack of the Russian analogs meeting requirements of the customer for a monitoring system of the upgraded DWH, network equipment and computing nodes, the platform of creation of the managed hybrid cloud infrastructure and the system of virtualization.
